The Primary Administrative Stairwell
MS 3801.13 · Practices and doctrines
Structure and dimensions
The Stairwell runs from the Spire's foundation landing (Floor 14000, unnumbered on most plans) to an unrecorded ceiling described only as "the suspended tread." Between these it coils eleven hundred and four full revolutions. The Office of Stairwell Calibration records each revolution under its own spiral marking, from Spiral 1 at the base to Spiral 1104 at the last surveyed landing.
Each revolution carries a number and no name, except Spiral 9, which is not part of the Stairwell at all — the The Ghost-Choir of the West Stairwell sits in a separate west shaft and shares only the marking. Disputes arising from this coincidence are heard quarterly. Schedules of the triennial inspection are posted on Spiral 12, landing 3, and are commonly consulted by persons who intend to be elsewhere.
The tread width is uniform at 44 units, a figure that The Inquest of the Shifting Stairwell found to be "correct rather than convenient," implying that the uniformity was arranged rather than measured. The Inquest declined to say by whom.
Administrative function
All posting, transfer, and appeal within the Central Administrative Spire occurs along the Stairwell. A clerk stationed on Spiral 407 may not correspond in writing with a clerk on Spiral 409 except by ascending to the intervening landing and speaking the matter aloud; this prohibition is the origin of the phrase "taking it up," still used in the Spire for any dispute that cannot be resolved on paper.
The Stairwell also bears the Tower's principal registry of uninterrupted ascent. Archivist-Luminary Kaelen held oversight of Stairwell 3100-3150 and is remembered chiefly for a petition, refused in Cycle 5,417, to have his name inscribed on the Spiral 9 banister. The refusal stands, though Kaelen's memorial plaques on Spirals 3, 40, and 733 remain legible.
The Stairwell's handrail, a continuous bronze rail of some 2,311 linear units per revolution, has never been measured in full. A survey begun in Cycle 4,990 under Survey Warrant 12-C reached Spiral 604 before its tally cart failed to clear a landing at Floor 14117. The survey was never resumed; the cart remains where it stopped, and its wheels are inventoried annually by the Office.
Contested accounts
The Second Concordance (Annex 7) declares the Primary Administrative Stairwell to be "the original ascent, from which all subsidiaries descend" — a formulation implying that every lesser stairwell is a copy of it. The Fifth Concordance (Marginalia 2) contradicts this directly, holding that the Stairwell is itself a reconstruction, and that its uniform dimensions are the surest sign of it. "Nothing original is so regular," the annotator writes, "unless it was regularised afterwards."
"An ascent may be surveyed, or it may be believed. It cannot be both. The Primary Administrative Stairwell has been surveyed, and therefore its believers are few; the Whispering Stairwell has never been surveyed, and its believers are everywhere."
— Calibration Commentary 44-E, Recension 3, attributed to a clerk of the Office of Stairwell Calibration
The Office of Stairwell Calibration does not adjudicate between these accounts, taking the view that a stairwell's origin is a matter for the Concordances while its measurements are a matter for the Office. This division has held since Cycle 3,904, when an attempt to settle the question by joint session produced only a Stairwell Paradox and a two-year suspension of proceedings.
Incidents of record
In the winter of Cycle 5,431 a party of four clerks undertook to descend from Spiral 12 to Spiral 1 without rest and without carrying the Stairwell's survey tally. Three returned; the fourth returned by way of Floor 14,022 and the North-Eastern Stairwell Spire, some 2,900 floors distant, and could give no account of the interval. The Office recorded the matter as a "deviation of passage" and closed it.
A more recent difficulty arose in Cycle 5,441, when the Stairwell's tread width was found to measure 44.5 units at Spiral 602. The Office remeasured the tread, reaffirmed the width by seal, and declined to alter the plan. The plan is authoritative; the tread is merely there.
Access and visiting rules
Ascent is permitted on all revolutions; descent is permitted on all revolutions except the seventh, which is reserved for the Office and its instruments. The Stairwell is closed on the first day of each cycle for the removal of the tally. Members of the public ascending past Spiral 300 must leave at the first landing encountered after the third bell and take their grievance no further; the rule is written on every third riser and is small.
A subsidiary manifestation is claimed on Floor 8,433 at the Whispering Stairwell on Floor 8433, where the Stairwell's scriptorium stamps appear on risers that are otherwise of a different stone; the Office holds this to be a coincidence of stamping, and cites Vanishing Stairwell Determination in support of its view. The view is not universally accepted.
This entry is maintained under the general authority of the Concordances and is subordinate to any amendment inserted at the Spiral 12 landing. Readers are advised that the Stairwell's own records are kept at the base, and that nothing has been added to them since the survey warrant of Cycle 4,990.
