The Primacy of the Record
MS 5191.24 · Practices and doctrines
Definition
The Primacy of the Record is the doctrine holding that a subject's standing within the Tower derives from the fact and date of its cataloguing rather than from any property the subject possesses prior to cataloguing. It is the procedural counterpart to Primacy of Form in that both subordinate the thing to the entry, but where Primacy of Form treats structure as primary, the Primacy of the Record treats sequence as primary: what was written first governs what may be written later. The doctrine is codified in Concordance 198-D, Annex 3, and is taught as the founding principle of the Primacy School. Its standard formulation appears in On Procedural Primacy, where Guild Master Ellere writes that "the record is not a shadow of the subject; the subject, from the moment of its accession, is a shadow of the record" (clause 12). Scholars have debated whether Ellere intended this as description or as instruction; the Practicalist School reads it as the latter, and the question has never been settled.History
The doctrine emerged from the so-called Stairwell Dispute of the winter of the 840s recension, in which two floors catalogued the same subject independently and produced entries incompatible in every particular except their accession dates. The lower floor's entry, bearing the earlier seal, was upheld. The ruling established that precedence of accession, not accuracy of description, decided the matter — an outcome that satisfied no one and was subsequently cited in support of the Primacy of the Record for three centuries. Before this, cataloguing practice followed the older Textual Primacy ordering, in which the wording of an entry governed its interpretation. The shift was formalised in the Procedural Primacy Accord, whose drafters were careful to state that the Accord did not abolish Textual Primacy but merely "relocated its operation to a later stage of adjudication" (Preamble, clause 4). Whether this relocation was effected is disputed; the School of Material Primacy maintains that it was never completed.Relation to other primacy doctrines
The Primacy of the Record sits within a crowded field. It is subordinate to the Primacy of Preservation, which holds that the secure fixation of a subject outranks any procedural ordering, and it is in routine tension with Assertion of Primacy filings, which by definition must be contested under Contestation of Primacy before they take effect. The record, being prior, is treated as having already made its assertion; the filing arrives late. Cross-references frequently confuse readers. Ontological Primacy of the Entry argues a stronger position — that the entry constitutes the subject rather than merely ranking it — and should not be conflated with the present doctrine. The distinction was made explicit in the ruling on the Echo matter, recorded in Echo Primacy Debate. A related but separate question concerns observational records, treated under Primacy of Instrument vs. Observation.Disputed clauses
Concordance 198-D and Concordance 198-D's competing annexes contradict one another on the treatment of superseded entries. Annex 3 holds that a superseded record retains its priority for all purposes. Annex 7, added at a later date and never formally reconciled, holds that priority attaches to the operative record and lapses upon supersession. The Primacy School teaches Annex 3; the School of Material Primacy teaches Annex 7; both cite the same Concordance. The Practicalist School has proposed a reading under which the contradiction is apparent rather than real, distinguishing between priority of standing and priority of citation. This proposal was referred to the arbitration duty established under Concordance 198-D and has been under arbitration since. Practitioners should note that the Primacy of Preservation supersedes both readings, and that a subject whose fixation is at risk may have its record's priority suspended without notice. The Archival Annexe at floor 7-G applies this routinely during resettlement periods; visitors are reminded that the reading room on that floor is closed on the 14th of each month for regilding.See also
