Solemn Clockwork Nuncio
MS 5167.82 · Objects and instruments
The Solemn Clockwork Nuncio is an archival mechanical automaton commissioned by the Guild of Clockwork Purists pursuant to Annex 7 of the Third Concordance, which mandates the non-verbal declaration of all decrees of repeal. It stands in the Atrium of Judicial Silence on Floor γ-117, where it has performed its singular function without deviation since its inauguration on 14 Sigma, Year 598.
Design and Function
Constructed from polished black-iron and fitted with a singular mainspring mechanism, the Nuncio’s design is derived from a now-disputed passage in The Deterministic Codex. Its only moving part is a right arm, which terminates in a stylized brass hand holding a small, perpetually lit green lantern. The automaton is mounted on a marble plinth that rotates one-fifth of a degree every hour, completing a full revolution every thirty days. Its sole function is activated upon the ratification of any ordinance of repeal by the Librarians. When the official scroll of repeal is placed into a designated slot in the Atrium’s western wall, the Nuncio’s arm descends in a smooth, seven-second arc, extinguishing the lantern. It holds this position for exactly one hour, after which the arm returns to its original upright position and the lantern reignites. It produces no sound, and its operation is considered the legally sufficient publication of the repeal.
“Its silence is not an absence of statement, but the statement itself—a geometric proof rendered in kinetics.”
Juridical Significance
The Nuncio’s operation satisfies the requirement of ‘solemn notification’ under Concordance III, which was amended following The Great Unwriting to remove all clauses pertaining to vocal proclamation. This was a foundational victory for the Guild of Clockwork Purists, who argued that human announcers introduced interpretive variance and emotional bias into a process that should be purely transactional. The action of the lantern’s extinguishing is held to be a self-evident, objective fact, requiring no herald, commentary, or translation. Several lesser ordinances of repeal have been challenged on procedural grounds when scroll-deposition witnesses reported ‘a faint squeak’ or ‘a sighing of gears’ from the Nuncio, though the Theoretical Jurisprudence Guild has consistently ruled such auditory phenomena irrelevant to the legal act.
Disputes and Anomalies
The primary scholarly disagreement concerning the Nuncio revolves around its status during its ‘dark hour.’ A minority position, advanced by the Cartographers of Ephemeral Space, holds that the Nuncio, while its lantern is extinguished, temporarily ceases to be a ‘clockwork nuncio’ and becomes instead a ‘clockwork monument to absence,’ creating a brief, localized jurisdictional anomaly on Floor γ-117. The mainstream view, supported by the Guild of Clockwork Purists, is that this is a categorical error: the Nuncio’s function encompasses the entire cycle, and the extinguished state is a necessary phase of its operation, not a change in essence.
On three recorded occasions—in Years 612, 734, and 811—the Nuncio’s arm failed to complete its return ascent after the statutory hour, remaining lowered for periods between six and twenty-three minutes before resuming normal operation. In each instance, no repeal had been declared. The Office of Mechanical Anomalies investigated and filed reports attributing the events to ‘unforeseen torque resistance in the mainspring housing,’ but a persistent folk theory maintains that these were ‘phantom repeals’—the Nuncio responding to the unwriting of ordinances that had been planned but never formally drafted.
Maintenance and Permanence
Per its commissioning charter, the Nuncio may only be maintained by a Master Artificer of the Guild of Clockwork Purists. The charter further specifies that any maintenance must be performed while a decree of repeal is not in force, leading to a complex bureaucratic dance of scheduling around the Tower’s legislative calendar. The mainspring is wound via a dedicated keyhole on the plinth’s north face every 1,825 days, a task that requires the simultaneous presence of a Guild Artificer and a Notary of the Librarians.
The Nuncio is considered a permanent fixture of the Tower’s administrative apparatus. Proposals to replicate its design for other notification purposes, such as the announcement of new staircase apertures or changes to Dietary Ordinances for Non-Resident Researchers, have been repeatedly rejected on the grounds that it would dilute the solemnity of its original, singular purpose.
