Resource Re-allocation

MS 0452.41 · Practices and doctrines

Resource Re-allocation is the administrative and logistical practice by which previously assigned provisions, spaces, and standardized materials within the Tower are withdrawn from an extant holding and assigned to a different subject, floor, or office. It is distinguished from Resource Allocation by its retroactive character: where initial provisioning is governed by the preemptive determinations of the Directorate of Preemptive Resource Allocation, re-allocation treats the allotment as already settled and then unsettles it. The Edict of Luminous Allocation names re-allocation as "the permissible correction of a distribution that has acquired the dignity of error" (Edict of Luminous Allocation, Clause 9).

Origins and Authorization

The first recorded instance of Resource Re-allocation appears in the margin of Second Concordance, Annex B, where a subordinate scriptorium noted the withdrawal of thirteen lumen-units from Floor 884-B and their transfer to the Cold Archive of Unverified Ceilings. The Third Concordance later formalized the practice, authorizing the Directorate of Preemptive Resource Allocation to "recover and redirect any provision whose continued tenure in its assigned locus is contradicted by the Exclusivity Mandate" (Third Concordance, Annex 7). A jurisdictional dispute in Year 140 between the DPRA and the Board of Equitable Review produced the doctrine of pre-originating conditions, under which a re-allocation may be deemed to have always been necessary. The Short Concordance of Year 212 partially rescinded this, stating that "no redistribution shall be understood as having preceded its own writ" (Short Concordance of Year 212, Article 3).

Procedure and the Luminous Inventory

Re-allocation begins with an entry in the Luminous Inventory, maintained by the Directorate of Preemptive Resource Allocation. A clerk of the Seventh Spiral files a Notice of Reversion, after which the Department of Predictive Sustainment issues a forecast of cascading deprivations. The Writ of Final Allocation must not conflict with the overarching schematics of Resource Allocation, a restriction that the Office of the Midpoint Attestation polices through the issuance of the Midpoint Attestation. In Year 298, Clerk Vethian of the Lower Scriptoria filed Form 447-A: Notice of Unattainable Resource after the Directorate of Preemptive Resource Allocation attempted to re-allocate a staircase that had been absorbed into the wall of Floor 11,002-Ω; the resulting inquiry concluded that "a stair withdrawn into masonry remains withdrawn, and the Inventory shall say so" (Inquiry of the Bound Step, Recension 2).

Visitors to re-allocation hearings are prohibited from bringing more than one (1) unused spindle of binding twine per person.

Relation to the Abstract

The Resource Allocation for the Abstract manages applications of Resource Exclusivity in speculative holdings, and its division within the DPRA specializes in the speculative branch of Resource Allocation for the Abstract. Re-allocation of an abstract resource — for instance, the reserved right to a contradiction not yet expressed — is governed by the Material-Inferential recensions, which hold that the object re-allocated need not have existed at the time of its first allocation. The Directorate of Preemptive Resource Allocation was involved in a further dispute concerning whether re-allocation of the abstract preempts the original allocation or merely overlays it; the Second Concordance, Annex B implies overlay, while the Short Concordance of Year 212 mandates replacement.

Scholarly Disagreement

A standing controversy concerns whether re-allocation falls under Resource Commandeering or is a separate doctrine. The Board of Equitable Review ruled in Year 331 that commandeering is the forcible taking from a resistant holder, whereas re-allocation presumes the holder's nonexistence or dissipation (Board of Equitable Review, Order 17-Δ). The DPRA's counter-opinion, filed alongside Form 7,117-δ, asserts that "all re-allocation is commandeering in which the complainant has not yet been invented" (Directorate of Preemptive Resource Allocation, Internal Circular 4). The Ceremony of Provisional Allocation does not resolve the matter, as its remit ends at first provisioning.

Notable Re-allocations

In Year 176, the Substrate Allocation office surrendered custody of the Unfinished Floor (number withheld by the Librarians) after the DPRA re-allocated its foundational substrate to a holding described only as "the room that answers when not addressed." The Luminous Inventory records the transfer as complete, though no clerk has since located the recipient floor. A lesser re-allocation in Year 244 moved six hundred measures of silence from Floor 42 to the Aleph Cloister; the silence was subsequently found to have been allocated twice, once by the DPRA and once by the Department of Predictive Sustainment, prompting the Recension of the Doubled Hush.

"Re-allocation is the Tower's admission that its first thought was adequate only until the second."

— Third Concordance, Commentary of the Ninth Librarian, Unsigned Marginalia
