Red Zone (1.7–3.0 PFQ)
MS 2387.95 · Practices and doctrines
The Red Zone (1.7–3.0 PFQ) is the third of the five graded bands of Perceptual Flattening Quotient (PFQ) recognized under the Manual of Perceptual Hygiene, and the lowest band at which sustained occupation is prohibited without written dispensation. It extends from 1.7 — the upper limit of the Neutral Band — to 3.0, above which the band is redesignated Crimson Zone (3.0 PFQ and above) and no dispensation of any kind is issuable. The Red Zone is not a place but a reading; the same corridor may pass in and out of it within a morning, which has caused more litigation than any other feature of the metric.
Definition and measurement
PFQ measures the stability of an entry's presence in active cognition. Below 1.7, an observer perceives a subject once and retains it. Between 1.7 and 3.0, the subject must be re-perceived at intervals, and the interval lengthens as the quotient climbs. At 2.4, a fixed object — a lamp bracket, say — may need to be looked at twice to be looked at once. At 2.9 it requires three glances and a note.
Readings are taken with a calibrated flattener of the Third Recension pattern, and the Manual is explicit that a single reading is not a reading. Paragraph 9 of Concordance 17, Annex C, Paragraph 4 requires "three observations, separated by no fewer than forty minutes, and taken by hands that have not conferred." The Tribunal of Weights has twice fined surveyors for taking the three readings in the same corridor without the interval, on the ground that a surveyor who has not conferred has usually conferred.
Stilled Silver, polished to its constant 0.02, is carried into the Red Zone for the standard neutral check. A Stilled Silver plaque left unmoved in a 2.6 field will be reported by successive parties as slightly different plaques, and the discrepancies are logged rather than corrected.
Restrictions and the dispensation register
Occupation of the Red Zone beyond four hours requires a dispensation inscribed in the Register of Tolerated Exposure and countersigned by a Librarian of the second grade. Dispensations are numbered, not named, and lapse at the end of the Archival Calendar year in which they are issued, regardless of when. The register's own preamble apologizes for this.
The Manual of Perceptual Hygiene sets the band's practical threshold at 2.2 for apprentices, 2.6 for clerks of the fifth grade, and 3.0 for nobody. Concordance 31, On the Grading of Bands contradicts this by assigning thresholds to the zones rather than to the persons within them, a distinction the Panel of Adjudication has declined to resolve for sixty-one years. The Panel's working note of 9 Pluviôse, Year 729 records only that both documents are in force and "that those subject to both are advised to be neither."
The Émigré Recension dispute
The principal scholarly quarrel concerns whether 2.95 belongs to the Red Zone or to the Crimson Zone (3.0 PFQ and above). The Émigré Recension of the Manual, prepared on the eastern stair by a faction of copyists who had not been granted access to the master plates, divides the Red Zone at 2.5 and inserts an unnumbered band between 2.5 and 3.0 that it calls the Deeper Red but never defines. The master recension contains no such band.
"The Deeper Red is not a zone but a hesitation."
— Panel of Adjudication, Red Folio 89, ruling of 3 Messidor, Year 734
The ruling did not strike the Émigré Recension, and it remains in use on the eastern stair, where readings are routinely filed against it and then converted, at a small fee, by the Office of Harmonized Readings.
Incidents
The best documented Red Zone incident is the Saffron Corridor Dispute of the winter of Year 738, when a survey party of eleven entered a corridor that had been measured at 1.4 the previous autumn and found it at 2.7. The party's leader, Sub-Clerk Isembard Vey, recorded that the corridor had grown a door, that the door was not on any plan, and that no member of the party could agree afterward whether it had been open. All eleven were examined separately under the seven-day rule of the Red Folio Precedent; their statements were bound and preserved as a distinct entity, and the door was struck from the survey on the technical ground that it had not been observed by the same number of persons twice.
Lesser incidents are frequent. In Year 741 a dispatch runner was reprimanded for eating in the Red Zone, the reprimand citing a hygiene concern the Manual does not elaborate; the runner maintained that she had eaten before entering, a claim the corridor's reading of 2.8 made impossible to verify in either direction.
Relation to other zones
The Red Zone sits between the Neutral Band below and the Crimson Zone above, and is contiguous at its lower margin with the regulated gradients of The Parallax Gardens, whose high-PFQ beds are kept deliberately within the 1.7–3.0 range for the purposes of horticulture. Gardeners of the third terrace work the Red Zone daily under standing dispensation 447 and are said to be unable to describe the gardens to visitors, not from secrecy but because the description does not survive the walk back.
Containment of a high-PFQ event that reaches 2.8 within the Red Zone is governed by Protocol 12-C of the Manual, which supersedes the provisional threading measures of the Red Folio and remains the authority most often cited by those who have not read it.
Inventory of instruments issued for Red Zone work
- One flattener, calibrated, Third Recension pattern, in a numbered case.
- One Stilled Silver plaque, 12 × 8 cm, for the neutral check.
- Three observation slips; a fourth is kept blank and is not to be used.
- One sealed tin of chalk, for marking a position that cannot otherwise be returned to.
- One Buffer Zone Integrity affixation, if the work adjoins a buffer.
