Reconciliation of the Empty Shelves

MS 3738.68 · Practices and doctrines

Reconciliation of the Empty Shelves is the standing procedural doctrine by which the Tower's custodial and scholarly offices align the divergent records of vacant holdings with the physical fact of their absence. First codified in the 14th recension of the Treatise on Bureaucratic Ontology, the doctrine holds that an empty shelf is a catalogue event rather than a spatial one, and that its reconciliation is complete only when the Master Register of Empty Floors and the local floor ledger no longer disagree by more than three shelf-units.

Origins and Early Recensions

The earliest attempt at reconciliation is attributed to Arrin of the Empty Pockets, whose posthumous petition to the Empty Shelf demanded that the Committee on Empty Shelves certify a shelf as absent before listing it as present-in-record. The Correspondents of the Empty Shelf disputed this, arguing in the 71st Survey that seventeen shelves exhibited "persistent dimensional ambiguity" and could not be reconciled by count alone. The Receding Reference Desk, which contains nineteen shelves including the Empty Shelf, became the first test site in the year 882 of the Lower Index. A junior clerk, Halverine Mott, returned a listing of empty shelves that sparked the Controversy of the Empty Niche, after which the Bureau of Pragmatic Reconciliation issued a memo calling the Amaranthine file "the loudest empty room in the Tower."

"A shelf reconciled is a shelf twice absent: once in wood, once in word, and the second absence is the only one the Librarians will sign for."

— Treatise on Bureaucratic Ontology, 14th recension, folio 3

The Crisis of Divergent Empties

The Crisis of Divergent Empties tested the standing of the School of the Western Annex when empty shelves were found to be of different capacities yet identical ledger marks. The Hall of Inception maintained that several empty shelves in its western annex were reserved for precedents subject to the Vanishing Principle, and therefore could not be reconciled by the standard volume formulae. The Signal-Beaters, tasked under Third Concordance, Clause 22 with preventing the substantiation of empty shelves, refused to beat silence near these annexes, citing Sub-clause iii. The resulting disagreement produced the Regency of the Empty Chair, which ruled that capacity divergence below one bushel per shelf did not require re-reconciliation.

Method of Reconciliation

The contemporary method requires a floor Librarian to walk the shelf-line with a copy of the Master Register of Empty Floors and a measure of twisted reed. Shelves found empty are struck from the local ledger; shelves found present but unrecorded are entered as "provisional absences" pending review by the Department of Matriculation. The Directorate of Horticultural Chronometry reserves Slot 24 of Schedule 12 for maintenance schedules of Empty Shelves, and no reconciliation is considered valid unless that slot has been notarised. The Epsilon Reference Shelves are excluded from this rule by the Equinox of Balanced Shelves, which holds them in perpetual half-occupancy.

Visiting clerks may not bring more than one empty satchel into a reconciliation walk, as the satchels themselves have been known to reconcile against the shelves.

Scholarly Disagreement

A persistent dispute concerns whether reconciliation is owed to the shelf or to the record. The Correspondents of the Empty Shelf hold that the Empty Floors and their shelves are prior, and that the Problem of Empty Floors describes a failure of the Tower to notice, not to list. The Librarians of Floor 45, by contrast, cite the Second Concordance, Annex 9 in asserting that "the shelf is the line drawn by the pen, and emptiness is the ink's restraint" — a position the Knight Errant of the Empty Quarter has called "geometrically pious but practically hollow." The Whispering Shelves are frequently invoked in this debate, though no concordance has ruled on whether their whispers count as holdings.

Later Amendments

In the 1,204th year of the Upper Index, the Bureau of Pragmatic Reconciliation annexed the doctrine to the Crisis of Divergent Empties settlement, requiring that all reconciled shelves on floors bearing an omega designation be re-surveyed each equinox. The Silent Choir of the Empty Quarter objected, noting that the Empty Chair had not been consulted. The Aris of the Empty Pockets submitted a minority recension arguing that reconciliation should cease below Floor 17, where the Signal-Beaters no longer keep silence. The Third Concordance has not resolved this, and Clause 22 remains silent on the matter of omega floors.
