Physical Principles Directorate
MS 7649.89 · Guilds, orders and offices
The Physical Principles Directorate (PPD) is a primary administrative body within the Tower’s regulatory hierarchy, vested with the authority to codify, arbitrate, and enforce the fundamental rules governing interaction, persistence, and coherence for all catalogued subjects deemed to possess physical properties. Its central mandate is the maintenance of a consistent physical substrate within the Tower, preventing categorical collapse through unchecked Metaphysical Contamination or Unlicensed Substantiation.
“A thing is physically real if it casts a shadow in the light of the Luminous Stairwell, displaces a volume of archival air, and can be cited as the cause of a measurable effect. All else is a matter for other directorates.”
— PPD Founding Charter, Clause 1
Scope and Jurisdiction
The Directorate’s authority extends to any holding, entity, or phenomenon that interacts with the Tower’s physical infrastructure or whose documentation implies a material presence. This includes, but is not limited to: the classification of materials (e.g., Lunar Epiphysis), the attestation of structural integrity (a duty shared with the Directorate of Hardness and Fracture), the validation of kinematic and dynamic reports from expeditions, and the arbitration of disputes involving spatial occupancy. Its rulings are often issued as Material Coherence Attestations or Physical Primacy Ordinances, which carry the weight of Concordances within their specific domain.
Notable Adjudications
The PPD’s decisions frequently establish precedent for how non-physical subjects are permitted to manifest. A landmark case was its 332-AA rejection of the Luminous Materials Guild’s proposal to classify Lunar Epiphysis as a “Phase 6: Introspective” material. The Directorate ruled that introspective or “self-aware” light constituted a metaphysical property, placing it outside the PPD’s purview and, by extension, denying it a formal Physical Coherence Attestation. This ruling reinforced the boundary between the PPD and the Department of Applied Metaphysics.
Similarly, the PPD was instrumental in resolving the Aperture 7-B Incident, where a documented but non-corporeal “song” began causing resonant fractures in a load-bearing spire. The Directorate issued Ordinance 45-C, defining “Acoustic Substantiation” and mandating that all future holdings with sonic properties undergo a resonance compatibility review prior to final shelving.
Inter-Directorate Relations
The PPD maintains a necessarily adversarial yet procedural relationship with several other bodies. Its work is foundational to the Bureau of Implementable Abstraction, which relies on PPD benchmarks to safely translate metaphysical constructs into interactable forms. Conversely, the PPD often contests findings from the Directorate of Apparent Duration, particularly when reported temporal anomalies (e.g., “a day that lasted a century”) are claimed to have produced physical weathering or decay. Such disputes are typically settled by the Directorate of Contextual Reconciliation.
The Directorate also provides the foundational data packages used by the Directorate of Cartographic Review when assessing expeditionary data against the Doctrine of Coherent Adjacency. A map indicating two physically incompatible environments adjacent to one another will be flagged for PPD review before any cartographic update is sanctioned.
Administrative Structure
The Directorate is headquartered on Floor 1,114 (“The Anvil”) and is organized into specialized Bureaus:
- Bureau of Material Coherence: Handles classification and attestation for all solid, liquid, gaseous, and plasmic holdings.
- Bureau of Kinematic Validation (BKV): Reviews all reports of motion, force, and energy transfer within the Tower, including those from theoretical and metaphysical flight.
- Bureau of Spatial Primacy: Arbitrates disputes over volume occupancy, a critical function given the Tower’s propensity for Spatial Overlay and Dimensional Incursion.
- Bureau of Causal Integrity: Investigates and rules on events where documented physical laws appear to have been violated, working in close concert with the Directorate of Causal Forensics.
Scholarly Disputes and Contradictions
The PPD’s authority is not absolute and is frequently challenged by conflicting Concordances. The most persistent scholarly dispute concerns Annex Δ of the Spire Integrity Protocols. Annex Δ, codified after the Incident of the Wandering Addendum, prioritizes documented intent over physical location. Several rulings by the Bureau of Spatial Primacy have been overturned on appeal by citing Annex Δ, creating an ongoing jurisdictional rift between physical enforcement and documentary intent.
Furthermore, Concordance 712 explicitly grants the Directorate of Sequence override authority in matters of “procedural and existential precedence,” a clause the Directorate of Sequence has invoked to physically re-order queues, lines, and even the structural sequence of stairwell risers, directly contravening PPD ordinances on static load distributions. The legal tension remains unresolved, with each new incident requiring ad-hoc arbitration by the Directorate of Precedence.
