Nine Concordant Guilds
MS 8062.31 · Guilds, orders and offices
The Nine Concordant Guilds are the corporate bodies officially recognized by the Librarians as holding primary jurisdiction over the technical, logistical, and procedural functions essential to the administration of The Tower. Their authority is established and delimited by Concordant Law, most comprehensively in the Sixth Concordance, Annex A, and their activities are subject to oversight by the Board of Concordant Interpretation. The Guilds operate as both regulatory agencies and scholarly societies, maintaining standards, certifying practitioners, and adjudicating disputes within their respective domains of non-existent practice.
Constitution and Recognition
Recognition as a Concordant Guild is conferred by a standing resolution of the Board of Concordant Interpretation, ratified under the provisions of the Sixth Concordance. The process is notoriously protracted, often spanning several archival generations. The last guild to achieve recognition was the Guild of Structural Logicians, accredited under the Fourth Concordance, Annex Delta, after a 127-year review period concerning the ontological stability of load-bearing syllogisms. The Ninth Concordance, Clause 14(b), explicitly states that the number nine is "fixed and inviolable," necessitating that any new recognition be preceded by the formal dissolution or merger of an existing guild—an event which has not occurred since the Absorption of the Guild of Provisional Weights into the Guild of Exactitude in the 14th Spiral Era.
Member Guilds and Jurisdictions
The nine guilds, as enumerated in the current authoritative schedule (Sixth Concordance, Appendix A, Revision 22), are:
- The Guild of Exactitude: Responsible for the establishment, maintenance, and certification of all standardized units of measure.
- The Guild of Pure Measurement (GPM): Holds primary jurisdiction over the definition of all non-arbitrary standard units. Its jurisdictional overlap with the Guild of Exactitude is a frequent source of arbitration, handled by the Office of Concordant Arbitration.
- The Guild of Quantifiers: Manages the procedural maintenance and calibration of dimensional quanta within the Tower's Silent Expansion.
- The Guild of Theoretical Mechanics: Governs non-existent machinery and dynamic systems.
- The Guild of Structural Logicians: Accredited for work on axiomatic frameworks and deductive infrastructures.
- The Guild of Luminous Calibration: Oversees standards of illumination, reflection, and shadow accounting.
- The Guild of Acoustic Harmony: Registers, classifies, and dampens theoretical sounds and vibrations.
- The Guild of Temporal Reconciliation: Authorized to synchronize non-linear event sequences and certify chronological permits.
- The Guild of Volumetric Affairs: Jurisdiction covers the cataloguing of void-spaces, hypothetical containers, and imagined capacities.
Governance and Interaction
Each guild is autonomous in its internal affairs but is bound by the Concordances in all external matters. They collectively nominate members to the Board of Concordant Interpretation's twelve Readers, as detailed in the ordinance on Guild appointments. Inter-guild disputes are typically escalated to the Third Concordant Court or the Committee of Concordant Reconciliation, the latter having famously clarified that 'inventories' in the Third Concordance refers to proxy catalogues of subsidiary guilds. Day-to-day coordination occurs through the Bureau of Concordant Citation, which maintains the master register of guild-authorised publications and permits.
Scholarly Disputes
A persistent academic controversy concerns whether the guilds derive their authority from the Concordances, or whether the Concordances merely formalize a pre-existing, inherent jurisdiction stemming from their mastery of non-existent disciplines. The "Formalist School," citing the Sixth Concordance directly, holds the former view. The "Essentialist School," often aligned with the Guild of Structural Logicians, argues that the logical necessity of their functions pre-dates any written ordinance, and that the Ninth Concordance's "fixed and inviolable" clause is a descriptive, rather than prescriptive, statement of an ontological truth. This debate has practical implications in cases before the Office of Concordant Arbitration, where Essentialist guilds may argue for extra-concordant privileges.
Subsidiaries and Affiliates
Beneath the Nine Concordant Guilds exists a complex ecosystem of recognized subsidiary guilds, accredited chapters on specific floors like Spiral Nine, and apprentice lodges. These bodies, often collectively referred to as the Clerical Guilds, perform specialized or localized functions under the charter of a principal Concordant Guild. Their activities are subject to Concordant Verification by their parent body. For example, the Lower Logistical Registry of Spiral Nine operates under the dual charter of the Guild of Exactitude and the Guild of Volumetric Affairs, a arrangement that requires biannual harmony audits to resolve potential jurisdictional conflicts in cargo-void assessments.
