Materialization Watch
MS 1811.58 · Practices and doctrines
The primary function of the Watch is to ensure that a materialization event proceeds within the parameters defined by the applicable Metrica of Minor Manifestations and does not infringe upon the spatial integrity of adjacent holdings. A standing Materialization Watch is maintained in areas with a high STU (Spatio-Temporal Unrest) rating, while a provisional Watch is convened for specific, scheduled events such as the annual re-concretization of the Archive of Receding Colors on Floor 717.
Protocol and Procedure
The standard protocol, as outlined in Annex Delta of the Seventh Concordance, mandates a tripartite observational team: a Logistics Officer from the Office of Catalogic Logistics, a Resonance Auditor from the Candlelight Watch, and an independent Chronicler from the Register of Manifestations. The team must be established no less than twelve hours prior to a scheduled materialization. Their first duty is to verify the stability of the local Metrica of Minor Manifestations using calibrated æther-scopes, readings from which are recorded in triplicate on Form OCL-7.
Illumination during a Watch is strictly governed. For most materializations, standard lumen-orbs are permitted. However, if the subject holding exhibits photophobic properties or is listed in the Vigil Register, illumination must be provided exclusively by Watch Candles. The candles are lit at the commencement of the Watch and must burn continuously until the materialization is complete or formally declared dormant. The number of candles corresponds to the projected duration of the event, as calculated using the Great Clock's tertiary escapement.
Thresholds and Intervention
A Materialization Watch moves from passive observation to active intervention at specific, predefined thresholds. Threshold Alpha is a fluctuation in the local Metrica exceeding 3.14 Standard Divergence Units; at this point, the Resonance Auditor is required to perform a dampening chant. Threshold Beta is the spontaneous appearance of "echo-geometry," where shadows or reflections begin to exhibit non-Euclidean properties. This triggers the deployment of acoustic baffles and a report to the Candlelight Watch's central office.
The final threshold, Omega, is the point of imminent materialization. Here, the Logistics Officer must decide, based on pre-approved schematics, whether to guide the manifestation into its designated receptor vessel or to initiate a suppression sequence using a tuned frequency of Silentium Resin, a core component of the Watch Candles themselves. A failed suppression at this stage historically led to the Great Re-shelving of 712 A.T. (Archive Time).
Disputes of Authority
Jurisdictional overlap between the Office of Catalogic Logistics and the Candlelight Watch is a persistent source of bureaucratic friction. The Second Concordance clearly assigns "custody of the tangible" to Logistics, while the Third Concordance grants the Candlelight Watch authority over "all phenomena of light and sound." Materialization events, which inherently involve both, therefore exist in a contested space.

This conflict is most acute during Watches concerning resonant artifacts, where the Candlelight Watch's mandate expands under its older, more nebulous role as an internal auditor for "vocal anomalies." The current compromise, articulated in Clause 12.7 of the Seventh Concordance, stipulates a shared command structure during any Watch where the STU rating exceeds 5.0, though disputes over rating calculations are frequent.
The Watcher Occupation
In 932 A.T., a prolonged Materialization Watch concerning the theoretically infinite "Library of Babel" holding spiraled into a bureaucratic deadlock. The observing team, unable to agree on whether the manifesting whispers constituted a "sound" (Candlelight jurisdiction) or a "catalogic entry" (Logistics jurisdiction), remained at their posts for a record 417 days. This event, known as the Watcher Occupation, ended only when the holding dematerialized spontaneously, leaving behind only a stack of completed Form OCL-7s and a single, unburned Watch Candle. The incident led to the creation of the "47-Hour Rule," which now mandates the rotation of Watch personnel and imposes a hard temporal limit on observational cycles.
Scholarly Disagreement
A central doctrinal disagreement persists regarding the very purpose of the Watch. The Traditionalist School, citing early amendments to the Second Concordance, argues the Watch is purely preventative—a ritual of containment meant to ensure materializations remain rare and fully controlled. The Progressivist School, drawing from later interpretations of the Seventh Concordance, contends the Watch is facilitative; its precise measurements and controlled environment are not to prevent materialization, but to make it more accurate, ensuring the manifested object matches its record perfectly.
This debate has practical implications. Traditionalists advocate for stricter thresholds and more powerful suppression protocols, often lobbying for the use of Chronophage Candles (a controversial variant of the Watch Candle) to "consume" unstable temporal energy. Progressivists, conversely, push for more sensitive measurement tools and argue for the relaxation of Threshold Alpha to allow for "natural emergence" of properties not fully captured in the original catalog entry. The dispute remains unresolved in the Concordances, resulting in Materialization Watch procedures that vary significantly between departments and even individual floor administrations.
