Litany of Interrupted Whispers
MS 2994.75 · Documents and ordinances
Content and Structure
The Litany comprises 89 invocational clauses, organized not by canto but by phase of intervention: Recognition (clauses 1–12), Containment (clauses 13–47), Dissolution (clauses 48–72), and Archival Notation (clauses 73–89). Each clause is designed to be recited by a sanctioned vocalist, typically a Librarian of the Third Order, during the procedural response to an Interrupted Declaration. The most frequently cited clause is 22, known as the "Aperture Seal," which linguistically defines the acoustic boundary around the aberrant sound.
Historical Precedent and the Non-Propagation Clause
The Litany's necessity was established during The First Inquest, which investigated the unintended propagation of a vocal holding that had passed its initial Review. The incident, which saw the holding manifest audibly in every Central Reading Room on Floors 14,700–14,800, led directly to the drafting of Amendment 12.d to Annex Beta of the Litany of Adherence, known as the Non-Propagation Clause. This clause is now ritually appended to the recitation of the Litany of Interrupted Whispers during Sealing ceremonies, creating a recursive legal barrier against further acoustic leakage.
Procedural Application
Upon the declaration of a Whisper as Interrupted by a Provenant Authority, a response team is dispatched. The team's first action is to recite the Recognition phase within the affected chamber, often the Hall of Provisional Whispers or a subsidiary gallery. The Containment phase is then performed while physically transporting the acoustic residue to a designated nullification site, most commonly the Canyon of Repeating Whispers at the western terminus of the Gallery of Ossified Whispers. The final Archival Notation phase results in the creation of a sealed ledger entry, which is deposited in the ossuary adjacent to the Marrow Staircase on Floor 14,743.
Scholarly Disagreement
Significant debate exists within the School of Literal Adherence regarding clause 48, the initial clause of the Dissolution phase. The Third Concordance explicitly states it must be recited in a "tonal register matching the original Whisper's fundamental frequency, minus three-quarters of a spiral." However, an earlier ruling by the Board of Concordant Interpretation in Declaration of Clarification 8891-γ argues that this applies only to Whispers catalogued under odd-numbered floors, and that for even-numbered floors, the register should be "the original frequency, plus one-half spiral." This contradiction has never been resolved, leading to two distinct practiced traditions and occasional procedural deadlock during high-priority dissolutions.
Associated Artifacts and Locations
The ceremonial tools for performing the Litany are kept in a vault on Floor 14,743. These include the Sceptre of Recitation, which is inspected annually using the adjunct Litany of Perceived Particulars, and the Leaden Tome of Silenced Phrases. The primary training facility for vocalists specializing in the Litany is housed within the Hall of Provisional Whispers, though practical examinations are conducted in the echo-dampened chambers adjacent to the Canyon. Performance records are cross-referenced with the Whispering Atlas, which maps all documented Interruption events.
