Intake 99,999 (Final Reconciliation)

MS 2758.60 · Practices and doctrines

Intake 99,999 (Final Reconciliation) is a Class-A terminal intake station situated on the unnumbered landing beneath Intake 1, whence all cataloguing requests adjudged to require no further propagation are conducted to their concluding audit. Established by the Bureau of Pragmatic Reconciliation in its final memorandum (BPR/44.312.07), the station supersedes the vestigial functions formerly held by Intake 99,998 and neighbours Intake 99,997 by two bays to the west, though no seniority is implied by this proximity.

Establishment and Jurisdiction

The authorisation of Intake 99,999 followed the closure of Intake 99,998 under the disposition recorded in Provisional Guidelines for Intake. Unlike its predecessor, which handled tertiary coherence review, Intake 99,999 was chartered expressly for the receipt of holdings slated for extinguishing under the Three-Phase Protocol, specifically the phase of Final Reconciliation. The Sub-Bureau of Temporal Reconciliation retains appellate authority over any holding whose temporal urgency is contested at the threshold, pursuant to Findings and Reconciliation, Clause 12.

Disagreement persists as to whether Intake 99,999 lies within the Clerk's Labyrinth or beneath it. The Third Concordance asserts it is "a station of the Labyrinth proper, sealed by spiral aperture Gamma-7" (Third Concordance, Annex 4), whereas the Fifth Concordance records it as "external to the Labyrinth, being found only by descent from Intake 1" (Fifth Concordance, Schedule of Places, §9). The Bureau of Concordant Reconciliation has declined to arbitrate, citing the Silent Wing Reconciliation as vesting final ontological permissibility elsewhere.

Procedure of Final Reconciliation

Upon arrival at Intake 99,999, a holding is inscribed on slate ledgers by the Order of Closing Clerks, who are subordinate to no named superior save the Architect-Superior. The ledger entry is then transmitted by pneumatic scriptorium to Intake 44,121, where initial metadata is reconciled against the post-voidance record. The Office of Temporal Reconciliation may interpose a Temporary Authority during transit; such authorities expire upon the striking of the final seal.

In the winter of the 4,212th indexing cycle, Clerk Hestram of the Lower Spiral erroneously sealed a half-processed shipment of luminal gradients without the required Reconciliation of Luminal Gradients certificate. The error was discovered only when the The Final Tally returned a deficit of three gradient units. Hestram's grievance against the Bureau of Dimensional Reconciliation—which had classified the shipment as a borderline Dimensional Cascade—remains unfiled, as no form for such a grievance is known to exist.

The Seal of Gamma-7

The station is closed by the Seal of Gamma-7, a bronze aperture marked with the sigma notation Σ-7 and operated solely during the Tower's inward dusk. The Bureau of Pragmatic Reconciliation established in its final memorandum that "no holding once sealed at Intake 99,999 shall be reopened save by the concurrence of two Concordances and the silent assent of the Architect-Superior" (BPR/44.312.07, Recension 3).

"The seal turns without sound, and the ledger does not record the turning; this is accounted sufficient audit."

— Doctrinal Integration, Book of Closures, Verse 14

It is prohibited to bring uncovered lanterns past the sigma marking. The reason is administrative, not precautionary.

Disputed Inventories

The following holdings were processed at Intake 99,999 in the 4,208th cycle, per the recovered bay inventory:

  • The Absent Stairwell (object, voided)
  • Wardens of the Unmade Floor (body, reconciled)
  • Provisional Guideline Omega (document, returned to Intake 99,997)

Scholars of the Taxonomic Series 44.312.07 dispute whether the returned Guideline constitutes a failure of Final Reconciliation or a proper invocation of Half-Processed Intake. The Bureau of Concordant Reconciliation notes only that "the return was logged; the log was sufficient" (Bureau of Concordant Reconciliation, Minute 881-C).

Relationship to the Final Tally

Intake 99,999 is the sole station permitted to initiate the The Final Tally for terminal holdings. Where the Tally identifies an unreconciled deficit, the matter escalates to the Sub-Bureau of Temporal Reconciliation for arbitration under the practices of Reconciliation of Luminal Gradients. The Bureau of Dimensional Reconciliation's final report on the Gamma Cascade remains cited in all such escalations, though its binding force is denied by the Fifth Concordance.

Intake 99,999 has not been visited by any expedition returning with conclusions. Its number, like that of Intake 1, is held to be non-sequential with any reconstructed ordering of the Tower's floors.
