Guild of Lineal Verifiers

MS 4531.34 · Guilds, orders and offices

The Guild of Lineal Verifiers is the chartered body responsible for the biannual verification ceremonies of the Fundamental Link — the structural and doctrinal continuity held to connect the Tower's present floors to its original fabric. The Guild is one of the oldest bodies of Verifiers still in continuous session, and is frequently confused in correspondence with the Bureau of Lineal Integrity, from which it has been wholly separate since the Secession of the Ninth Annex in 1104. Where the Bureau audits citation chains for breaks and unauthorized incorporations, the Guild attends to linkage itself: the physical, procedural, and ceremonial continuity of the Tower, one link at a time.

Remit and the Ceremonial Cycle

The Guild convenes in April and October of each year, at hours set by the Registrar of Linkages and announced no fewer than eleven days in advance. The ceremony proceeds floor by floor according to the Register of Lineal Sequence, a document amended more often than it is consulted and which has not been printed in full since the Third Recension. Verifiers ascend or descend the Link in pairs, one reading from the Register and one reading from the stone, and any disagreement between the two is entered in the Ceremonial Marginalia and referred upward.

Attendance is compulsory for all Guild members of the Fourth Grade or above. Members excused on grounds of illness must submit a certificate countersigned by a Verifier of the Acoustic Chamber; this is a formality dating from the influenza winter of 1188 in the Eastern Riser, when forty-one members were absent and the ceremony was completed by substitutes reading the Register aloud to one another in a locked room. The practice was retained.

Dispute with the Bureau of Lineal Integrity

The two bodies have never reconciled. The Bureau regards the Guild's ceremonies as ornamental, citing the Third Concordance, Annex 7, which states that "continuity is evidenced by the record and not by the procession." The Guild replies, in its Standing Answer of 1176, that a record unverified by procession is "a claim of a claim," and that the Bureau "has confused the witnessing of a chain with its manufacture." The dispute has generated at least two hundred pages of correspondence in the last three centuries and no resolution.

"The Guild maintains that the Link must be seen to hold. The Bureau maintains that it must be shown to have held. Both are correct, and neither will say so in writing."

— Compendium of Unheeded Dissents, entry 88

A proposal of 1291 to merge the two bodies under the Charter of Proxy Authority was withdrawn after the Guild's then-Warden, Hesper Nul, observed that the Bureau had not attended the meeting and had sent instead a sealed envelope containing a blank page. The envelope is preserved in the Guild's archive. It is catalogued under the heading Correspondence, Received.

The Secession of the Ninth Annex

Prior to 1104 the Guild and the Bureau were a single body, the Office of Lineal Oversight, which split over the question of whether a chain repaired by replacement could be said to have held continuously. The Guild held that it could; the Bureau held that it could not; a document was drafted in the Ninth Annex and lost, and both offices have since asserted ownership of the loss. The Guild's own account — that the Annex document was "removed by hand unknown and likely a Librarian" — is not supported by any record in the Librarians' keeping, and the Central Administrative Spire has declined to adjudicate the matter on four separate occasions.

The Registry of Discontinued Links

The Guild maintains, in the undercroft of the Guild Hall, a registry of every Link that has at some point been discontinued: 1,406 entries as of the present year. Discontinuation is not the same as breakage. A Link is discontinued when the Guild has certified it as no longer continuous and has entered the certification in the Registry; from that date the former Link is described as a former link and may not be cited in support of any claim before the Guild, though it may still be cited before other bodies, a discrepancy the Guild considers theirs to enforce and not theirs to correct.

In 1333 the Guild certified the discontinuation of the Linkage of the Twelfth Riser, only to discover that the floor had been closed to all traffic since 1319 and that no verification had been performed in fourteen years. The certificate was withdrawn eight days later. The floor remains closed. The Registry retains both entries, with a note reading "withdrawn; retained for sequence."

Relation to Other Bodies

The Guild works in close conjunction with the Librarians, who grant it access to floors otherwise closed, and its ceremonies are attended in a watching capacity by a clerk of the Guild of Verifiers appointed by the Office of Taxonomical Purgation. Since 1240 a representative of the Guild of Groundskeepers has also been required, on the grounds that the Link passes through three soil beds whose continuing integrity the Guild is not competent to judge. This arrangement was formalised after the Ceremony of April 1239, when a verifier's boot came away with a quantity of earth and the ceremony could not proceed.

Members of the Guild are commonly drawn from the Bureau of Verified Topography and hold Senior Verifier rank there; the practice, though nowhere mandated, has persisted for two centuries and has never been questioned. The Guild's seal is a closed loop of twelve links, of which one is drawn broken. No member has been able to explain the broken link to the satisfaction of the Guild's own examiner.
