Great Ambiguity Incursion
MS 1877.07 · Events and incidents
The Great Ambiguity Incursion (Catalog Years 8,741–8,743) was a seventeen-month period during which a rising class of unreconciled meanings, having accumulated in the upper stacks without resolution, breached the ordinary separation between the record and the thing recorded. It is the event most frequently cited in Tower procedural literature and the proximate cause of no fewer than eleven numbered documents now in force. Its most visible casualty was Floor 1047, the Hall of Provisional Whispers, which was overwhelmed on 4 Ternion 8,742 and has not been fully reconciled since.
Onset and early signs
The Incursion did not announce itself. The first recorded observation, logged by a shelving clerk of the Third Turn on 19 Undecim 8,741, describes a single shelf-mark on Floor 1,044 whose label could be read as either pendulum or pendant; the clerk recorded both and declined to choose. Within a fortnight the condition had spread to approximately four hundred adjacent volumes, and the affected corridor had acquired a perceptible indistinctness that witnesses described, with unusual unanimity, as "audible." The Great Tone fell outside its expected register for six consecutive days in this period, a fact the Office of Standing Measurements has never satisfactorily explained.
The Librarians issued no formal statement until 2 Ternion 8,742. By then the condition had reached the Hall of Provisional Whispers, where it proved catastrophic.
The Hall of Provisional Whispers
The Hall of Provisional Whispers was, at the time of the Incursion, a working floor of some nine hundred provisional holdings — materials catalogued with a stated intent to be resolved later. The Hall's operating assumption, never written down, was that later would arrive. During the Great Ambiguity Incursion it arrived all at once.
Holdings in the Hall began substituting their own provisional annotations for their subjects. A volume provisionally entitled Pump, probable was found to contain, on every page, only the phrase probable. Shelf-lists reclassified themselves by criteria no clerk could reconstruct; an inventory of 9 Ternion records eleven thousand items filed under the heading Owing, against a total floor count of nine thousand and six.
The Hall did not lose its holdings. It lost the distinction between a holding and its description, which is a heavier loss. The stacks remain; the naming of them is not presently recoverable.

Floor 1047 was thereafter sealed under Clause 22(b) of the Fenestration Concordance and re-entered only under escort. It is still designated, though the designation is itself now disputed (see below).
Concordance 14 and the procedural response
Concordance 14 was drafted in direct response to the logistical crises precipitated by the Incursion on Floor 1047, and remains the Tower's principal instrument of ambiguity governance. Its central provision requires that any holding whose subject cannot be stated in a single sentence be assigned a Provost of Precise Ambiguity, who assesses proposed amendments to the Index of Ambiguity for their distance from The Zero Ambiguity baseline. All such amendments require the Provost's counter-signature, a requirement the Provosts have historically discharged by counter-signing everything and annotating nothing.
Critics within the School of Ambiguity maintain that Concordance 14 codified the disease as a remedy. Their position — that ambiguity is a generative force and not a fault to be zeroed — was formally excluded from the reconciliation process by Clause 9, which the Society for the Preservation of Ambiguity has cited in every petition it has filed since. The Society's reading of the Incursion is not the official one, and the official one is not settled either.
Scholarly disagreement
Two reconciliation schools persist.
- The terminal school
- Holds that the Great Ambiguity Incursion was a single continuous event, closed on 8 Sextilis 8,743 by the restoration of the Tone and the sealing of Floor 1047. The Post-Incursion Ledger of Unaccounted Volumes is read as its final inventory.
- The continuing school
- Holds that the Incursion ended only in its visible phase, and that the Hall of Provisional Whispers has been in a state of low-grade incursion since. The School of Ambiguity notes that no floor has been certified fully unambiguous in the eight centuries following, and asks whether a seventeen-month event can properly be said to have concluded if its conditions remain in force.
A third position, advanced by the Office of Standing Measurements in Catalog Year 9,010 and never withdrawn, proposes that the Incursion was in fact a classification failure internal to the catalogue and that no floor was ever affected. This position is not taught.
Legacy and record-keeping
The Incursion produced the Society's operational beginnings, the standing office of Provost of Precise Ambiguity, and the practice of the sealed annex — a precaution repeated after the Void Incursion of Year 43, which drew on the Incursion's precedent when establishing Void Annexes beyond the general stacks. It also produced the current form of the Index of Ambiguity's amendment schedule, and the widely-cited observation, attributed to an unnamed clerk of the Third Turn, that the Tower survives ambiguity by filing it, and files it by surviving it.
The Hall of Provisional Whispers remains sealed. Petitions for its reopening are received quarterly and acknowledged in writing. No petition has been granted, and none has been refused.
