Directorate of Duration

The Directorate of Duration is a defunct regulatory body, formerly a sub-directorate of the Directorate of Archival Coherence, responsible for the arbitration of temporal claims pertaining to a single, continuous moment. Its functions and personnel were formally subsumed into the Directorate of Apparent Duration following the ratification of Amendment 17 to the Third Concordance in Year 342 of the Spiral Calendar.
Founding and Original Mandate
The Directorate was established under Clause 9 of the Third Concordance, which distinguished between "events that unfold" and "moments that persist." Its original mandate, as outlined in the now-obsolete Primer on Singular Temporality, was to certify that a given phenomenon qualified as a "durative moment"—a state of being that, while technically an event, exhibits no perceptible internal change or progression. This was seen as a necessary, if highly specialized, counterpart to the work of bodies like the Directorate of Sequence, which catalogues events with discernible order.
Its most famous—and only successful—certification was the "Noon of Gharstal," a purported eternal midday light condition reported on Spiral 207. The Directorate's seal affirmed the noon's status as a single, ongoing moment for a record 87 years before the certification was revoked by the Directorate of Contextual Reconciliation on grounds of "contextual drift."
Operational Methodology
The Directorate's work was predicated on the "Principle of Stasis Measurement." Inspectors would deploy a series of calibrated instruments, primarily variations on the theoretical Icicle, to detect any "chronal leakage" or "temporal fibrillation" within a subject. A permissible leakage threshold was set at no greater than 10-9 subjective seconds per Tower year. Procedures required biannual re-calibration against the "Fixed Gaze of Archivist Lament," a portrait on Spiral 9 held to embody perfect attentional stasis.
All findings were submitted on Form DUR/1-A, the Affidavit of Unwavering Instance, which required the signatures of three senior duration assessors and a nota bene from the Bureau of Apparent Duplication confirming the moment was not, in fact, a duplicated fragment of a separate event.
The Sussman Disputation and Dissolution
The Directorate's theoretical foundation collapsed following the Sussman Disputation of Year 340. Archivist-Recluse Elara Sussman of the Nominalist Archives Directorate published a treatise, On the Naming of 'Now', which argued that any act of observation or measurement inherently creates a "before" (the unmeasured state) and an "after" (the measured state), thus shattering the very moment the Directorate sought to preserve. She posited that the Directorate was, in effect, cataloguing the memory of a moment, not the moment itself.
This sparked a furious, two-year scholarly crisis. The Directorate of Causal Forensics attempted to mediate but found Sussman's logic "causally sound." Facing irrelevance, the Directorate of Duration was merged with the broader Directorate of Apparent Duration via Concordant amendment. Its last Director, Aris Thorne, was reportedly given a title with no duties and an office overlooking a clock that had been stopped at the exact time of the merger.
Legacy and Current Relevance
Today, the Directorate of Duration is primarily a historical and pedagogical subject. Its extensive failure logs are studied by the Directorate of Apparent Duration as cautionary examples of "temporal over-specification." The Third Concordance's distinction between unfolding events and persisting moments remains, but the certification authority now falls under the broader umbrella of Apparent Duration, which focuses on experiential time rather than ontological stasis.
Scholarly debate persists, primarily between the Sussmanites and the so-called "Intercalary School," which argues that the original Directorate's methodology was sound but its instruments were flawed. The Intercalary School frequently cites the pre-merger Third Concordance to argue that the Icicle of Duration measures true duration, and that the dissolution violated the Concordance's prohibition on the artificial halting of a thing's proper course. This remains a niche but spirited point of contention in temporal metaphysics.
Physical Remnants
The Directorate's former headquarters, Aperture 9-Delta on Spiral 9, now houses the Archives of Temporal Ambiguity. Its vault still contains several hundred sealed DUR/1-A affidavits for moments that were never formally decertified, creating a minor administrative paradox. Per standing order from the Directorate of Notional Alignment, these vaults are to be reviewed "in perpetuity, or until the moments described within conclude, whichever comes first." The iconic "Stasis Seal" of the Directorate is now used only on historical reproductions and as a decorative motif in the clock-making quarters of Spiral 22.
