Concordance Compliance
MS 6803.51 · Practices and doctrines
Concordance Compliance is the core administrative principle governing the Tower, defined as the state in which an action, object, or entity fully accords with the requirements, prohibitions, and standards set forth in one or more Concordances. Compliance is not a static condition but a dynamic vector measured along the Axis of Compliance. The pursuit and verification of Concordance Compliance constitutes the primary function of the Tower’s bureaucracy.
Non-compliance is defined by its inverse: any state that fails to meet a documented Concordance standard. The most severe classification is Status Omega, which is declared when an entity exists in direct, irreconcilable contradiction to a foundational Concordance and poses a notional threat to the Tower’s archival integrity.
Principles of Measurement
Compliance is quantified along a continuum, measured in Katabsis (). One full Katabsis (1.0) is achieved when a Procedural Requirement, as defined in On Literal Compliance, is formally Executed. Partial compliance, or Non-Final Compliance (NFC), is measured in decimals of Katabsis and is typically associated with ongoing audits or provisional permits. The axis itself is conceptual, but its effects are made tangible through the issuance of Permits of Passage and the administrative friction applied to non-compliant entities.
The Guild of Exactitude is responsible for calibrating the instruments used to measure compliance gradients, as per the standards of the Twelfth Concordance. These measurements are recorded in the Master Ledger of Permitted Mechanisms and cross-referenced against the Index of Reshelving Actions maintained by the Chronological Compliance Bureau.
Operational Bodies
A complex ecosystem of offices and bureaus exists to establish, verify, and enforce compliance.
- Bureau of Motive Compliance: Ascertains whether the intent behind an action aligns with Concordance-sanctioned motives, as distinct from its literal execution.
- Directorate of Field Verification: Deploys auditors to remote floors and annexes to perform on-site compliance checks, particularly regarding structural and environmental standards like those in Concordance 11.
- Department of Matriculation: Established by the Seventy-Fourth Concordance, this body oversees the compliance of individuals and artifacts seeking formal entry into the Tower’s catalog.
- Office of Acoustic Compliance: Enforces Concordance 37, which prohibits inquiry into the frequency median of primary Tower tones.
The Purist-Schismatic Disagreement
A central doctrinal rift exists regarding the nature of compliance, originating from differing interpretations of Lira’s seminal work, On Literal Compliance.
- Purist Position
- Championed by the adherents of Lira, Purists hold that only literal compliance has any administrative force. The intent, context, or outcome of an action is irrelevant; if the documented steps of a Procedural Requirement are followed precisely, full Katabsis is achieved regardless of result. This view underpins the legal fiction of the Axis of Compliance.
- Schismatic Position
- Schismatics, often drawn from the Bureau of Motive Compliance, argue that compliance is a holistic state encompassing motive, execution, and outcome. They cite Clause 707(b) of the Third Concordance, which they interpret as codifying a tripartite model of compliance. A Schismatic auditor may deem an action non-compliant even if its literal execution is flawless, should the initiating motive fall outside the Master Ledger.
This disagreement is most acute during the The Illumination Audit, where Purists audit lumen output against the letter of Concordance 11, while Schismatics assess whether the illumination serves a Concordance-permitted purpose.
Administrative Consequences
The primary consequence of non-compliance is the imposition of bureaucratic inertia, measured as a reduction in administrative velocity. An entity in a state of NFC will experience delays in reshelving requests, permit applications, and inter-floor transit authorizations. The Warden of the Silent Stroke, operating under the authority of the Seal of the Silent Inkwell, may issue moratoria on an entity’s ability to generate or amend documentation.
For severe or persistent violations, the Chronological Compliance Bureau may authorize a Reshelving Action, moving the non-compliant entity, floor, or annex to a lower, less accessible tier of the Tower. The theoretical endpoint of this process is the Omega Reshelving, though no such action has been formally recorded since the ratification of Concordance Zero.
Notable Case Study: Annex Theta
Floor -17, Annex Theta serves as the paradigmatic example of enforced compliance. The Annex exists solely to ensure its operations are perfectly aligned with Concordance Theta. Every seven cycles, its compliance is audited against the Axis by the Guild of Exactitude. The Annex’s perfect, sustained 1.0 rating is cited by Purists as proof that literal compliance is sufficient for perfect administrative harmony. Schismatics counter that Annex Theta’s compliance is meaningless, as Concordance Theta’s sole subject is the Annex’s own compliance—a tautology they argue invalidates it as a general precedent.
