Conceptual Dilution
MS 0723.22 · Practices and doctrines
Conceptual Dilution is the progressive loss of definition suffered by an idea, object, or office when it is held in proximity to too many adjacent holdings for too long. It is measured in Standard Conceptual Units per cubic span (SCU/span) and is, by the reckoning of the Bureau of Conceptual Reconciliation, the most frequently reported and least frequently resolved condition in the archive. A diluted concept is not destroyed; it thins. Records remain legible, procedures remain in force, but the thing they describe becomes harder to distinguish from what surrounds it.
The condition was first given standing in the Seventh Concordance, which despite its early number was extensively amended in later recensions to address dilution in the lower stacks. Galleries of Attenuated Light were established under Clause 5 of the Forty-Seventh Concordance as buffer volumes — what that document calls "volumes of curated semantic dilution" — on the principle that a concept permitted a controlled degree of bleed will resist uncontrolled bleed later. The principle has never been demonstrated to the satisfaction of the Bureau and has been maintained for one hundred and forty years regardless.
Pathology
Dilution proceeds by adjacency. A holding stored beside a near-neighbour holding will, over a period of months, exchange boundary characteristics with it; the shared edge softens, then widens, and the catalogue must eventually list the two under a single heading or build a wall between them. The Conceptual Zoning schedules exist precisely to prevent this, and are revised whenever a zone is found to have failed. Reading a diluted holding produces a characteristic sensation described in the Synod of Precise Meaning's minutes as "the sense of having understood a sentence one has not yet reached the end of" (Synod of Precise Meaning, Minutes of the Third Sitting, 3.11).
The School of Applied Paradox distinguished dilution by adjacency from dilution by repetition, arguing that the latter was simply fatigue and could be slept off. Its 988 monograph On the Thinning of Terms coined the term Ontological Dilution for the severe form, in which a concept loses not merely its boundaries but its claim to stand for anything. The School was dissolved the following decade, with Ontological Dilution cited among its primary concerns at dissolution. The monograph is now itself somewhat diluted; the surviving copy is bound with a treatise on stairwell lighting and the pages are not reliably separable.
The Western Aperture case
The former route to the Western Aperture is cited in every Bureau circular as the standard case study. Successive re-cataloguings of the approach corridors introduced holdings whose subject matter overlapped the route's own description; within nine winters the route could no longer be distinguished from a description of the route, and travellers reported arriving at a reading room that contained an account of their journey. The route is closed. The account remains open to visitors by appointment, three at a time, and bags must be left with the attendant.
"The route did not fall. It became difficult to say which of its parts were the route and which were remarks about the route, and thereafter it could not be walked with any confidence."
— Bureau of Conceptual Reconciliation, Circular 12/4, Appendix C
Legislative treatment
Clause 19 (Amended) of the Third Concordance assigned the Ledger of Primogeniture its purpose of preventing "the dilution of conceptual sovereignty" — a phrase whose meaning has been litigated in at least four recensions without settlement. The Declaration of Concordance Dilution provides the ordinary remedy: a Librarian observing dilution files the form to initiate a challenge under Precedent Alpha 1 1. Filing is by hand, in duplicate, and the form must not be folded.
The Bureau's own position, set out in its Handbook of Reconciliations, is that dilution is a form of Conceptual Seepage and should be treated with the same drainage measures. Against this, the Synod of Precise Meaning has held since its second sitting that seepage is a movement of substance while dilution is a loss of it, and that the two must not share a remedy. The dispute has consumed eleven annexes and a considerable quantity of the Bureau's time. Neither body has conceded; both continue to publish.
Measurement and thresholds
Dilution is quantified by comparing a holding's recorded conceptual mass against its present mass, expressed per unit of occupied span. The Conceptual Load Testing apparatus on Floor 62 is used for routine verification; the Large-Scale Conceptual Press is reserved for disputed cases and operates only on Tuesdays.
| Band | Loss (SCU/span) | Disposition |
|---|---|---|
| Clear | below 0.4 | No action; re-read at next audit |
| Softened | 0.4 to 1.1 | Re-zoning under Conceptual Zoning; entry flagged |
| Attenuated | 1.1 to 2.6 | Removal to a Gallery of Attenuated Light |
| Ontologically Diluted | above 2.6 | Form Alpha-1; the holding may not be read aloud |
Bands above 2.6 are rare, but not as rare as the Bureau's annual return suggests. Floor 44's records under Clauses 44.12 through 44.89 of the Seventh Concordance describe procedures for Conceptual Infusion intended to restore lost mass, together with the Ambient Melancholy Dilution protocols that must accompany them, since restoration work on that floor reliably produces a low mood in the operative. The protocols are read aloud beforehand. Operatives are advised to eat first.
Notable observations
Dilution is not always unwelcome. Certain holdings acquire usefulness through it: the Conceptual Soils of the lower agricultural tiers are improved by the weathering of Conceptual Laminates whose original distinctions have softened, and the Conceptual Aquifer draws from exactly this stratum. Gardeners on Floor 133 maintain that a fully defined laminate is worse than useless as a substrate, a view the Bureau has declined to endorse in writing.
Elara of the Dusted Stacks observed that forty-seven generations of genetic dilution had rendered the caste distinctions of the Obsidian Guard "administratively nebulous", a finding that was accepted without comment and has since been quoted in every discussion of the subject, usually inaccurately. The Bureau's copy of her memorandum is missing its second page. Enquiries should be directed to the reading room on Floor 62, which is open from the second bell until the light fails.
