Committee for Gravitational Propriety

MS 2335.39 · Practices and doctrines

Committee for Gravitational Propriety is a standing adjudicatory and calibratory body of the Tower, constituted under the Forty-Seventh Concordance to supervise the decorum of local gravitational fields across all catalogued floors and to arbitrate disputes arising from unsanctioned weight migration. The Committee is headquartered on Floor 6,117 in the former galleries of the dissolved Office of Aesthetic Propriety, a proximity that the Committee for Non-Intersecting Jurisdictions has formally contested on nine occasions since the winter of 881.

Establishment and Mandate

The Committee was established by the Eleventh Recension of the Forty-Seventh Concordance, which enumerates the Manual of Arithmetical Decorum and reaffirms The Principle of Sequential Propriety as its eighth clause. Its original mandate was narrow: to certify that the Etheric Filaments suspending the Prototypical Metre remained free of decorative accretion. The Third Concordance had earlier provided the legal basis for aesthetic offices, and the Committee's first Chair, Librarian Vor, posited that Weightless Feathers possess locational persistence but not gravitational allegiance, a theory that redirected the Committee toward the broader regulation of field propriety.

By the rulings compiled in Protocol 4-G, the Committee acquired authority to mandate Downshifting where gravitational differentials exceeded 0.44 Tower-standards per vertical stride. The Office of Ceremonial Consistency confirmed this expansion in a sealed ordinance of 904, though the Committee of Necessary Splits later argued the confirmation was void for lack of an annexed floor plan.

Jurisdictional Disputes

The Committee's claim to oversee the Spiral G has never been settled. Spiral G is a non-synchronous archival spiral designed for the provisional Gradation of Gravitational Anomalies, and the Committee for Ephemeral Phenomena asserts prior purview over any anomaly lasting fewer than eleven days. The resulting overlap produced the Incident of the Drifting Seal (winter of 912), in which a calibration seal migrated upward forty-two floors and was recovered only through the intervention of the Sub-Committee for Dormancy Integrity.

The Committee of Permanent Review has maintained since 927 that the Committee for Gravitational Propriety infringes upon the Office of Aesthetic Propriety's refined Principle of Aesthetic Restraint, particularly the Twelfth Adjustment defining elaboration. The Committee rejects this, citing the Forty-Seventh Concordance, Annex 9, which states: "gravitational decorum supersedes spatial ornament where the two cannot be held in concord."

"No floor shall admit a feather that falls upward without the counterweight of a properly filed intent."

— Manual of Arithmetical Decorum, Clause 8, sub-clause delta

Notable Proceedings

In 918 the Committee convened a Librarians' Adjudicatory Panel selected from the approved roster then maintained by the Office of Aesthetic Propriety, to hear the grievance of Clerk Henn of the Ventricular Reading Room. Clerk Henn alleged that a shipment of Surface Particulate Adhesion specimens had acquired inverse mass during transit through Spiral G, rendering them affixed to the ceiling. The Panel ruled against Clerk Henn on the grounds that adhesion, not gravity, was the governing principle, and referred the matter to the Sub-committee on Lexical Integrity for terminology.

The specimen known as Specimen S-12 ("Arrested Implosion") was briefly placed under Committee custody in 933, after it was observed exerting a proprietorial field upon adjacent Conceptual Soils. Custody ended when the Committee for Non-Intersecting Jurisdictions issued a writ of separation, later overturned by the Committee of Permanent Review but never physically executed.

Apparatus and Calibration

The Committee maintains a permanent installation of Downshifting apparatus calibrated to a gravitational differential of 0.61 Tower-standards, used for sanctioned descents beneath Floor 6,117. The Etheric Filaments employed in this installation are inspected each Tower-winter by a single unnamed clerk whose tenure exceeds the memory of the current Panel.

Visiting Librarians may observe calibration from the gallery rail but must not lean outward, as the local field has been recorded at 1.02 standards of lateral pull near the balustrade.

Scholarly Disagreement

A persistent contradiction divides the archive. The Forty-Seventh Concordance holds that gravitational propriety is a function of sequence, whereas the Third Concordance (as amended by the dissolved Office of Aesthetic Propriety) treats it as a species of aesthetic restraint. Librarian Vor's theory of locational persistence is cited by both sides; the Committee of Necessary Splits has proposed that the contradiction be preserved rather than resolved, lest the Committee of Permanent Review lose its longest-standing objection.
