Codicil of Petrified Voices (Fourth Concordance, Annex D)
The Codicil of Petrified Voices is a sub-provision of the Fourth Concordance concerning the classification, handling, and eventual archiving of acoustic phenomena that have undergone or exhibit a potential for mineralization. It is formally indexed under Annex D, "Auditory Anomalies and Their Material Counterparts." The Codicil's primary function is to regulate the transition of sound from a transient, wave-based event into a stable, retrievable archival object, a process colloquially termed "acoustic lithification."
Provisions and Core Directives
The Codicil is structured into seven operative clauses. Clause 1 establishes the definition of a "Petrified Voice" as "any sustained sonic frequency or coherent auditory pattern which has demonstrably induced a permanent change in the molecular structure of its medium, resulting in a retrievable and cataloguable physical specimen." Clause 2 mandates that all such specimens be transported to the Gallery of Un Light on Floor 8,442 for preliminary assessment and irradiation under controlled conditions. Clause 3, perhaps the most cited, outlines the approved substrates for intentional petrification, listing Petrified Lumina-Wood as a "prime substrate" due to its photosensitive aether-crystal matrix, which is highly receptive to sonic imprinting.
Clause 4 deals with containment, requiring specimens to be housed in vacuum-sealed cases lined with a half-inch layer of acoustically inert Petrified Silence. Clause 5 introduces the concept of "exhalative origin," positing that certain lithified sounds, particularly those found in Salt Grottoes, are not captured voices but the mineralized residue of architectural respiration. This clause is frequently contested. Clause 6 delegates authority for enforcement to the Paradox Control Bureau, per the broader mandate of Codicil 127. The final clause, 7, is a sunset provision, stating the Codicil will be reviewed upon the confirmed petrification of one thousand distinct voices; the current tally, maintained by the Bureau, stands at 947.
Application and Notable Cases
The Codicil's procedures are most often invoked in two contexts: the archival processing of spontaneously occurring sonic minerals, and the deliberate creation of archival records through sanctioned petrification rituals. The most documented application is the ongoing project in Aperture 7 of Floor 9,001, concerning the Choir of Absent Voices. The 144 empty cases constructed from Petrified Lumina-Wood in that aperture were prepared under Clause 3, with the intention of capturing the anticipated phenomenon. However, as the voices remain absent, the cases themselves have become subjects of study under a strict reading of the Codicil, which does not adequately address prepared-but-unused substrates.
A precedent-setting ruling (Bureau Adjudication 78-Θ) applied the Codicil to the Whispering Marble of the West Grand Stairwell (Floor 12,077), determining that the marble's faint, endless murmur was not a petrified voice but the "slow leaching of sonic pressure from adjacent, non-catalogued dimensions," thus placing it outside the Codicil's purview and into the regulatory gap covered by the Seventh Concordance, Annex 12.
Contradictions and Scholarly Dispute
The Codicil is a frequent source of jurisdictional and ontological conflict. Its classification system directly contradicts the older Treatise on Thermodynamic Nihilism, which argues that all petrified voices are, in fact, manifestations of entropic noise given false coherence by observer expectation. More practically, Clause 5's "exhalative origin" theory for Salt Grottoes is explicitly rejected by the geomorphic models in the Seventy-Second Concordance, Annex C, which attribute such formations to tectonic "sighing."
The greatest ongoing dispute concerns the Codicil's relationship with the Codicil of Lumen. Amendment L/447 to the Lumen Codicil stricken the term 'Lamplighters' Guild' from record, but the Petrified Voices Codicil, in a supporting footnote to Clause 2, still recommends consultation with "Guild resonance specialists" for calibrating irradiation levels. The Paradox Control Bureau currently resolves this by ignoring the footnote, a compromise criticized as "procedurally brittle" by the legal scholars of the Acausal Studies Desk.
Associated Materials and Byproducts
The enforcement of the Codicil has led to the formal recognition and stockpiling of several byproduct materials. The most significant is Petrified Silence, the dense, glassy accretion formed on containment chambers during prolonged stabilization procedures. The thick layers observed in the Gallery of Un Light are a direct result of protocols mandated by Clause 4. Furthermore, the need to document the petrification process inspired the creation of the Resonant Inks used in the Codicil of Unbound Leaves, creating a minor but persistent inter-departmental supply chain between the Galleries and the Scriptoriums.
The Codicil also indirectly governs the disposal of failed specimens. Per Fourteenth Concordance, Annex Omega, fragments of partially-lithified or dissonant voices are to be ground into a fine powder and introduced into the mortar used in the construction of interior walls for silence-critical zones, such as the Atrium of Unattributed Voices, effectively recycling acoustic entropy into architectural stability.
