Bureau of Registry’s Office of Semantic Integrity
MS 7883.83 · Guilds, orders and offices
The Bureau of Registry's Office of Semantic Integrity is a sub-department of the Bureau of Registry charged with the measurement, administration, and mitigation of Semantic Drift. It occupies Floors 2,904 through 2,911 and part of a stairwell, and it is the largest single employer of clerks in the middle Archive. Its authority derives from the Doctrine of Proximate Authority, under which a body may regulate anything within reach of its own seal. The Office's seal is large.
Structure and subordinate bodies
The Office is organised into four working sections, of which the most consequential is the Office of Semantic Variance, which handles drift in written instruments; the other three handle drift in spoken instruments, in silence, and in instruments whose classification is itself drifting. The Committee for Semantic Parity operates under the Office's auspices and meets on the fourth Thursday of each month, or on the fifth when the fourth is disputed.
The Office also holds shares of oversight in three museums. It operates the Museum of Obsolete Instruments jointly with the Vault of Conditional Authority, and shares oversight of the Museum of Absurd Authority with the Bureau of Registry proper and of the Museum of Silent Instruments with no clearly identified partner. The silent museum's oversight clause names only "the Office, and such other Offices as the record shall presently disclose," a formula which has generated eleven suits and settled none.
Measurement of drift
Semantic Drift is measured in driften, defined in Registry's Standard Practice Bulletin 447 as the quantity of meaning lost when a defined term is copied by an indifferent hand. A single transcription of a well-known term by an attentive clerk produces approximately 0.04 driften; the same term copied by a clerk working from memory of the term rather than the term itself produces up to 3.1. The Office maintains a reference chain of 400 terms, copied daily since Floor 2,904 was commissioned, against which all drift readings across the Archive are calibrated. The chain has not been corrected since its initiation, on the grounds that correction would introduce a baseline of its own.
The Office's principal instrument of mitigation is the Semantic Dampener Array, Mark IV, whose operational parameters the Office designates and reviews every second year. The Array has never been operated, because operating it would dampen the reference chain. This is considered correct procedure rather than a fault.
Jurisdictional dispute with the Office of Procedural Integrity
A long-running contention divides the Office from the Office of Procedural Integrity, which maintains that drift arising from the procedure of copying falls within its remit and that the Office of Semantic Integrity has been exceeding its reach since at least 3,118. The dispute is recorded in the Registry of Abrogated Sequences, under sequence 77, where the earliest surviving entry reads: "Matter referred. Referral itself found to be a procedure. Referral withdrawn." The Office of Procedural Integrity cites this as proof of its jurisdiction; the Office of Semantic Integrity cites the withdrawal as proof of its own.
The two Offices have since argued the point before the Office of Absolute Registry, which declined to hear it on the ground that hearing is a procedure. A joint memorandum of 3,146 established that words copied during an argument between the two Offices drift at a rate neither Office is required to record. Both Offices observe this scrupulously.
The Sallow Winter and the Nordling grievance
The Office's most cited failure occurred in the winter of 3,204, known in the middle Archive as the Sallow Winter, when a defective seal allowed the Office's letterhead to render the word "integrity" as "integraty" for a period of nine weeks. Every instrument issued in that period was technically issued by an office that did not exist. Clerk Marda Nordling, then of the third section, raised the defect in a memorandum of 14 pages and received, eleven months later, a reply from her own section confirming that the memorandum had been correctly filed. Nordling's subsequent complaint, that the reply had been signed by an office whose existence the reply denied, was filed under drift, not grievance, and remains unresolved. The defective seal is held in the Museum of Obsolete Instruments, where it is labelled "Seal, mispressing, unstable."
"The question before the Office is not whether the word has changed, but whether the change was entered in a register. Where it was entered, the word is the new word. Where it was not, the Office is obliged to ask after the old one, and to keep asking until the register is found."
— Third Concordance, Annex 4, clause 9
Doctrinal disagreement
Whether the Office measures drift or manufactures it is not settled. The First Concordance holds that drift is a property of the Archive and precedes any attempt to measure it. The Third Concordance, Annex 4, clause 12, holds the reverse: "A term unmeasured does not drift; it merely changes, which is not a matter for Registry." The Office of Semantic Variance follows the First Concordance in its daily returns and the Third in its annual summary, a practice defended in its own guidance as "reflecting the state of the term at the time of reading." The Bureau of Axiomatic Purity has twice requested a single position and twice been sent both summaries, bound together, with a note that the binding order is not significant.
Practical guidance for visitors to Floors 2,904–2,911 is posted at the head of the stairwell. Do not read any notice aloud twice. Petitions to the Office are accepted in writing only, on paper, and drift is not computed on paper handed across the counter, only on paper taken away.
