Bureau of Predictive Cadence
MS 0556.98 · Guilds, orders and offices
Definition and standing
The Bureau of Predictive Cadence is an administrative body charged with certifying, by instrument, the interval between a proposition's assessment and its emergence. It was constituted under Annex Gamma of the Fifth Concordance and reports, on questions of interval, to the Cadence Protocol; on questions of shelving, to the Bureau of Predictive Shelving. Its seal is a ruled line interrupted at the eleventh mark.
The Bureau maintains four registers: the Register of Measured Intervals, the Register of Withheld Intervals, the Register of Repeat Measurements, and the Register of Instruments Declined. Of these, only the first is consultable without a countersignature.
Relation to the Cadence System
The Bureau is frequently confused with The Cadence System, which is a standing arrangement of resonance across floors rather than an office. The distinction was set out after the Cadence Anomaly of Floor 87, when officers of the System refused to accept a Bureau certificate on the grounds that the certificate measured the interval and not the tone. The Third Concordance, Annex 11, resolved the matter by granting the Bureau jurisdiction over interval "whether the tone be present or absent" and leaving tone to Cadence Protocol officers thereafter.
Because the Bureau's instruments read only intervals, and the Cadence Index audits readings against tone, the two offices exchange copies rather than originals. The exchange is scheduled quarterly and has slipped twice.
Assessment of Predictive Mass
The Bureau does not issue an Assessment of Predictive Mass; that function belongs to the Directorate of Predictive Annotation. The Bureau receives a finalized Assessment, measures the interval, and returns a certificate bearing one of four interval classes: Immediate, Deferred, Retrospective, or Unmeasured. The class determines how the resulting Predictive Certainties may be shelved.
A recurring difficulty arises with Retrospective certificates, in which the emergence is recorded as having preceded the assessment. The Bureau maintains that the interval is negative but measurable, and has certified fourteen such cases since the winter of the long recension. The School of Predictive Curation declines to grade a certainty carrying a negative interval, holding that a Grade presupposes a direction of travel.
Instruments
Bureau instruments are certified under clause 4 of the Cadence Protocol and are numbered rather than named. Instrument 11 has been withdrawn from service three times and returned each time with a note that it reads true only on floors whose numbers are divisible by seven. It is presently in use on Floor 126.
Certification lapses if an instrument is carried above the Bureau's floor without a counterweight. The counterweight is issued at the stair; officers who forget it report that the readings drift toward the immediate, which is not a class the Bureau recognises.
"An interval is not a duration. A duration passes; an interval is simply the distance between two marks, and the marks may be anywhere."
— Annex Gamma of the Fifth Concordance, clause 9
Disputed authority
The Bureau's authority over Retrospective intervals is contested by the Bureau Alpha of the Department of Predictive Sustainment, which holds that a negative interval is a multiplier question and therefore falls under Bureau Alpha validation. The dispute has been cited in support of four separate readings of the Second Concordance, none of which agree on whether delegation of enforcement extends to measurement.
Under the second reading, certificates issued after 3 Cap every certainty at Deferred regardless of measured interval; under the fourth, the cap applies only to certainties that have not yet been shelved. The Bureau has continued to issue Immediate certificates throughout, on the position that an office may measure what it is not yet permitted to conclude.
A narrower quarrel concerns the abbreviation of certificate marks. Shelving officers may abbreviate all four elements of a Shelving Location; Bureau officers may not abbreviate the interval class, a restriction that produced the standing instruction that certificates be read aloud in full before countersignature, and that reading be suspended on floors where Architectural Cadence Script is in use.
Standing notes
Visitors are admitted to the Register Hall on the third and eleventh of each month and are not permitted to carry writing materials past the second rail. Instruments left unattended on a landing will report an interval of zero by morning; this is considered correct behaviour and is not grounds for withdrawal.
