Bureau of Archival Mass

MS 7764.19 · Guilds, orders and offices

Bureau of Archival Mass is the Tower body charged with the reconciliation of measured and ascribed weight across all catalogued holdings, and the oversight of the Office of Mass and Momentum in its maintenance of the Mass-Implication Tables. Established by recension of the Second Concordance and thereafter amended eleven times, the Bureau operates from Floor 1183-M (the Vaulted Mezzanine of Counterweights) and from three sub-annexes whose floor numbers are sealed under the Seventh Concordance (Orbital), Revision 12.

Origins and Jurisdiction

The Bureau was constituted in the 4,012th year of the Tower's continuous indexing, following the Incident of the Dropping Folios on Floor 884, in which a reticulate colony of Archival Mite Colonies was found to have redistributed the mass of forty-two large-format codices without notifying the Office of Mass and Momentum. The Theorem of Archival Gravitas was cited retrospectively by the Librarians as justification for the colony's actions, but the Bureau was nonetheless created to prevent similar omissions. Its jurisdiction covers all subjects bearing Conceptual Mass above 0.4 Aethelred Tome-Weights, all particulate debris under 0.01 standard mass units per the Seventh Concordance (Orbital), Revision 12, and the audit of the Counter-Mass of the Unstrung Harp.

The Bureau's competence was extended to narrative mass by the former accounting bureau Aperture Theta-9, whose adoption of the narrative mass standard for cataloguing Somnolent Sand was later absorbed into Bureau procedure under Ordinance 612-B. Disputes between the Bureau and the Bureau of Material Coherence over the weight of absent subjects remain unresolved; the Bureau of Unspoken Affections has filed three counter-narratives, all rejected.

Method of Reconciliation

Each quarter the Bureau receives the total informational mass of the Active Textual Corpus from the Bureau of Metrical Philology and compares it against the summed entries of the Mass-Implication Tables. Where divergence exceeds 1.27 kilograms — one Aethelred Tome-Weight — a reconciliation hearing is convened. The hearing is recorded in the Δ-Register if the predictive statements involved are deemed to have sufficient mass for archival consideration.

"Nofolio shall be held lighter than its inscription implies, nor heavier than the hand that catalogued it can bear."

— Third Concordance, Annex 4

In practice the Bureau has never recorded a quarter in which divergence fell below the threshold. The Clerk of Small Discrepancies, one Hestia Underweight, served from the 4,200th to the 4,233rd year and is remembered chiefly for certifying, in winter of the 4,221st year, that the entire north spiral of Floor 1183-M had achieved negative conceptual mass due to an excess of Keystones of Coherence removed for binding. The certification was overturned by the Bureau of Designation within nine days.

Scholarly Disagreement

A long-standing contradiction concerns the variable E, the quantifiable mass of unclaimed ephemera within a given archival quadrant, as defined in Ordinance 712-C. The Bureau holds that E must be subtracted from the Active Textual Corpus before reconciliation; the Office of Mass and Momentum, citing the Third Concordance, insists E be added. The Folios of Unstable Geometry describe a compromise in which E is folded, but no Bureau recension has adopted it.

"The ephemera are either claimed by the catalogue or they are not; to fold them is to lend the Tower a crease it will not press flat."

— Ordinance 712-C, Clause 9

The Taxonomy of Qualia Weights further complicates the matter by assigning E a colour rather than a mass, a position the Bureau rejects but has not formally ruled upon, citing lack of Lampblack Based Ink standards for chromatic filtration.

Notable Holdings and Incidents

The Bureau maintains the master copy of the Assessment of Predictive Mass and contributes the mass annotations to On the Integrity of Absence. In the 4,180th year a dispute with the Poliads over the weight of a non-existent procession resulted in the temporary sealing of Sub-Annex 2; the seal was lifted when the Bureau of Material Coherence demonstrated that the procession had, in fact, never been catalogued and thus carried no Conceptual Mass.

Visitors to Floor 1183-M are permitted to observe reconciliation hearings but may not bring scales of any kind, as the presence of an external measure has been found to perturb the Mass-Implication Tables by an average of 0.03 Aethelred Tome-Weights.

Subordinate Offices

Beyond the Office of Mass and Momentum, the Bureau supervises the Office of Particulate Audit and the Scriptoria of Retroactive Weight. Procedural objections, counter-narratives, and absence-certifications for the Counter-Mass of the Unstrung Harp are filed through the Office of Mass and Momentum as the Bureau's designated receiving body. The Directorate of Predictive Annotation utilises the Mass-Implication Tables maintained under this chain, though the Directorate answers to a separate Concordance and is not subordinate to the Bureau.
