Archivists of Spiral 40

MS 1894.93 · Guilds, orders and offices

The Archivists of Spiral 40 are the chartered body of record-keepers attached to Spiral 40, a mid-stack spiral of uncertain elevation whose holdings consist almost entirely of documents concerning other holdings. The Archivists are not the largest order in the Tower — the Procedural Archivists outnumber them by a factor of nine by their own count, and the Acoustic Archivists dispute even that figure — but they are the oldest body with an unbroken chain of counter-signature, and their seal appears, in one capacity or another, on more than forty thousand instruments of provisional authority, including the grant by which the Archivists of Spiral 40 assumed oversight of Spiral 14 following the Dissolution of the Clerks of the Spiral.

Foundation and the Fourth Recension

The order was constituted by the Fourth Recension of the Concordance, clause 12, which provided for "a body of archivists at the fortieth spiral, to hold, to note, and to hold again." The phrasing is thought to be a scribal error for "to hold, to note, and to be held to," and three subsequent recensions have declined to correct it, on the ground that the archivists have in practice done all three.

Membership is not recorded. The order maintains a roll, but the roll is sealed, and the seal may be broken only by a majority of the order, which cannot be counted because the roll is sealed. The Concordance of Sealed Instruments has twice ruled on this arrangement and twice found it regular.

Function: the holding of holdings

The Archivists of Spiral 40 describe their work as second-order custody: they do not keep documents, they keep the instruments by which documents are kept by others. A typical year's accession includes grants of provisional authority, cross-referencing petitions (a large volume of these arrive from Spiral 412, which handles obsolete documentation and frequently petitions Spiral 422 through the Spiral 40 registry rather than directly), notices of lapsed oversight, and the annual returns of the Curators of Spiral Gamma for Spiral 7, Section Gamma.

The order's best-known instrument is the certificate of non-contradiction, issued when two Concordance provisions conflict and neither party wishes to withdraw. The certificate does not resolve the conflict; it certifies that the conflict has been correctly identified, which is a distinct and more modest service. Fees for the certificate are set at eleven tokens, or nine where the conflict concerns spiral markings.

The Winter of the Forty-First Petition

The order's authority was tested in what its own minutes call the Winter of the Forty-First Petition, an incident dated to the year following the re-registration of the Western Atmospheric Spiral under a single Kinetic Identifier by the Guild of Kinetic Archivists. A clerk of the order, Halver Sen, filed a petition arguing that the Guild's consolidated identifier had rendered forty-one separate instruments of the Spiral 40 registry superfluous, and requested that they be withdrawn and their seals struck.

Sen's arithmetic was correct. The order nonetheless declined the petition, on the ground that the instruments it sought to withdraw included the instrument by which the order had been granted the power to withdraw instruments. Sen was reassigned to the Archivists' Thoroughfare, where he compiled a private register of superfluous seals that is still consulted, though not officially.

"The registry does not permit the removal of a seal whose only remaining function is to authorise its own removal. This is not a defect. It is the reason the registry has survived."

Relations with other orders

The Archivists of Spiral 40 maintain cordial but formal relations with most bodies of the mid-stack. The Guild of Procedural Archivists, whose headquarters are on Spiral 899, holds a standing invitation to inspect the Spiral 40 registry; the invitation has been accepted twice in four centuries, both times by clerks who subsequently requested transfer. The Archivists of the Delta cite the Gamma-Delta Intersection Event as grounding a claim of provisional oversight over void-adjacent holdings, and have argued that this claim extends to the Spiral 40 registry on the theory that a registry of grants is itself void-adjacent, being neither the grant nor the thing granted.

The order has not answered this argument. Its position, stated once in a letter of 1662 to the Formalist Archivists at their historic seat on Spiral 309, is that a question which can be deferred without loss of custody should be deferred, and that the Delta claim has so far caused no loss of custody.

Disputed precedence

Scholars disagree on the order's rank. The Fifth Recension of the Concordance, annex 7, lists the Archivists of Spiral 40 sixth among the "ancient and sealing bodies," behind the Curators of Spiral Gamma and ahead of the Archivists of the Steam. The Seventh Recension, annex 7 (unreconciled), omits them entirely, an omission usually explained as a copying error but read by the Pluralist Archivists as evidence that the order's charter lapsed for the interval between the two recensions — an interval of ninety-four years.

The order does not contest the Pluralist reading, and continues to seal in the manner of a body listed sixth. Where a counterparty insists on the Seventh Recension, the Archivists of Spiral 40 will issue a certificate of non-contradiction at the reduced rate of nine tokens.

Premises

The order occupies the western arc of Spiral 40, a suite of eleven chambers and a strongroom. The strongroom is unheated. Visitors are asked to leave coats with the door-clerk and to sign the register in ink, not pencil, since the register is itself an instrument of the order and pencil may be lifted.

Accession returns, most recent complete year:

  • Grants of provisional authority — 212
  • Certificates of non-contradiction — 1,904 (of which 61 concerned spiral markings)
  • Cross-referencing petitions forwarded from Spiral 412 — 486
  • Instruments declined as already held — 77
Source: Spiral 40 Registry, Annual Return, Schedule B.

The order has no recorded contact with the Archivists of the Unspoken and considers the question of whether such contact would require a grant of authority to be settled in the negative by long usage.
