Archivist General

Archivist General is the principal executive officer of the General Administrative Protocols and the titular head of the Librarianate within the functional corridors of The Tower. The office is defined by the intersection of absolute procedural authority and a complete absence of direct administrative oversight, a paradox formalized in Annex A, Clause 1: “The Archivist General shall be the ultimate authority on all matters of cataloguing, classification, and concordance, provided such matters have not yet been formally documented.”

Constitutional Basis and the Paradox of Authority

The office was established by the Third Concordance in Year 312, following the Silent Divan Crisis. The founding text simultaneously vests “supreme archival discretion” in the Archivist General while stipulating that this discretion cannot be exercised to countermand any standing Protocol, General Order, or ratified Concordance. Legal scholars, such as those within the Office of the Cartographer-Archivist, argue this creates a state of “proactive obsolescence,” wherein the Archivist General’s power is only actionable in theoretical or not-yet-codified spaces. This was famously tested in the Case of the Whispering Gallery Echoes (Year 598), where then-Archivist General Tylus was found to have authority over the categorization of the whispers, but not over the Gallery’s physical maintenance, leading to the establishment of the Sultanate of the Silent Stair as a compensatory administrative entity.

Selection and Incumbency

There is no known selection process. Incumbents are recognized retroactively, often decades after they have begun performing the role. The most recent acknowledged Archivist General, Eloise, was only formally cited as such in the footnotes of her own Commentaries on Foundational Topography (Year 843), twenty years after she had first issued rulings from the Office of Provisional Taxonomy. The average recognized tenure is 47 years, though the Museum of Absurd Authority maintains a disputed exhibit suggesting the existence of a “Perpetual Archivist General” whose term spans multiple, non-consecutive centuries.

The office has no fixed location. It is understood to reside wherever the current Archivist General is performing the act of archiving, a principle known as “Itinerant Jurisdiction.” This has led to situations where entire wings have been declared Annex Theta-7 jurisdictions under General Order Theta-7 simply because the Archivist General was briefly present to resolve a dispute over shelf-labeling protocols.

Powers and Limitations

The operational powers of the Archivist General are primarily exercised through the issuance of Provisional Directives. These are binding instructions that carry the force of a Protocol but expire upon the publication of the next Concordance or the resolution of the specific contingency they address. A famous example is Provisional Directive 117-B, which authorized the Cartilaginous Expedition under Prospector-General Kaelen by reclassifying an unmapped chasm as a “pending staircase.”

The Interregnum Figures

At least three individuals, including Archivist-Proctor Linus and the mute clerk known as Elara the Mute, have been posthumously argued by scholars to have fulfilled the duties of Archivist General during periods when no incumbent was officially recognized, suggesting the office may be a continuous state rather than a discrete appointment.

Current Status and Scholarly Dispute

As of the latest update to the General Administrative Protocols (Year 901), the position of Archivist General is listed in Annex Ω under “Offices of Perpetual Pending Status.” There has been no universally acknowledged incumbent since Eloise. However, the Office of the Cartographer-Archivist routinely receives filings and provisional directives bearing the unverified seal of the Archivist General, which are dutifully processed and filed in the Pending Resolution Vault under the appropriate Pending Type. A minority school of thought, led by the Preservers, holds that the office has been permanently vacated and its functions absorbed by the Librarian-General's Office, a claim that remains in permanent jurisdictional ambiguity.

The central unresolved scholarly debate is whether the Archivist General is a necessary executive or a purely rhetorical device—a personification of the Tower’s need for an ultimate authority that, by the Tower’s own logical structure, can never actually be permitted to function.
