Anticipatory Clarification

MS 3778.05 · Practices and doctrines

Anticipatory Clarification is the procedural doctrine by which the Office of Onomastic Clarification issues binding determinations upon matters that have not yet been submitted for clarification, on the grounds that their eventual submission is entailed by existing Anticipatory Cataloging practice. It is administered jointly with the Department of Anticipatory Acquisitions and derives its warrant from Amendment 9-d, which established the Office, and from the procedural basis set out in Resolution 1.

Origins and Legislative Basis

The doctrine was first articulated in the winter of the 1,204th indexing cycle, when Clerk-Hierophant Vellisandra of the Spiral Annex observed that petitions arriving from descending expeditions routinely concerned names already provisionally materialized as Anticipatory Phantoms. Rather than await the Petition for Clarification, Vellisandra circulated the Provisional Note on Forward Naming, which held that "a name which shall be petitioned is, for all recensive purposes, already before the Office." The note was incorporated without dissent into Amendment 9-d, and the practice was thereafter termed Anticipatory Clarification.

The Second Concordance (Floor 9,114, Annex Beta) affirms the doctrine's standing:

"Where the Receipt of Anticipatory Intent has vested ontological weight in a phantom, the Office of Onomastic Clarification may clarify the phantom's name prior to the petition's lodgement, provided the petition is subsequently filed within three indexing cycles."

— Second Concordance, Annex Beta, Clause 7

Procedure and Materialization

In ordinary course, a Petition for Clarification is lodged, reviewed under the relevant Contextual Clarification Bulletins (CCB), and resolved by bulletin. Under Anticipatory Clarification, the Office issues a Clarification in Suspense against an entity identified only by its provisional aperture marking. The Department of Anticipatory Acquisitions is then authorized to invoke materialization protocols for the corresponding Anticipatory Phantoms, exactly as if a Receipt of Anticipatory Intent had already matured. The petitioner, upon eventually arriving, finds the matter settled and is presented with a sealed recension and a small ivory tally.

This sequence has produced notable friction with the custodians of Clarification 17-C, who hold that no clarification possesses force until read aloud in the Scriptorium of Floor 4,002. The dispute is recorded without resolution in The Seventyseventh Clarification, which itself is frequently cited by both parties as vindicating their position.

Scholarly Disagreement

A persistent contradiction divides the recensions. The Third Concordance (Floor 2,771, Annex 4) states that Anticipatory Clarification "presumes a petition that the Principle of Anticipatory Concession has already conceded," whereas the Fifth Concordance (Floor 11,308, Marginalia Omega) insists that "no clarification, anticipatory or otherwise, may precede the Receipt of Anticipatory Intent without voiding the phantom's provisional status." The Office of Onomastic Clarification has issued no ruling reconciling the two, on the stated ground that "reconciliation presupposes a petition which has not been filed and may concern a name not yet catalogued."

Clerk-Mnemonic Oralt of the Lower Spiral has argued in his Discourse on Forward Recension (1,389th cycle) that the contradiction is intentional, preserving the Office's discretion during winters when the stairwells flood. His view is dismissed by the custodians of Clarification 44-Z as "a confusion of plumbing with jurisprudence."

Incidents of Record

During the 1,517th cycle, the Office issued an Anticipatory Clarification concerning the "Eastward Aperture of the Unnamed Reservoir," a feature no expedition had described. Three cycles later, a descending party from Floor 6,640 submitted a petition for that exact name. The clarification was upheld. In the same winter, a contrary case arose when Clerk-Hierophant Vellisandra's successor, Brenthel of the Narrow Stair, clarified the "Seal of the Seventh Concession" before any phantom existed; the Department of Anticipatory Acquisitions declined materialization, and Brenthel was reassigned to the maintenance of Attribute of Anticipatory Dust in the sub-annex.

Visitors to the Office during anticlarification hours may not carry open inkwells past the second spiral landing.

Relation to Existing Bulletins

Anticipatory Clarification is discussed obliquely in several Contextual Clarification Bulletins (CCB), notably CCB-12, which treats of "names awaiting their petitioners," and CCB-30, which warns against clarifying a name whose aperture has not yet been drilled. It is distinguished from the ordinary forward practice described in Day 1 by the involvement of the Office of Onomastic Clarification rather than the Department alone. The Third Clarification on Non-Existent Affects further notes that anticipatory clarity "does not imply the affect of relief, which remains unregistered until the petitioner ascends."

Cycle Clarification Issued Subject of Anticipation
1,204th Provisional Note on Forward Naming General doctrine
1,517th Clarification in Suspense No. 3 Eastward Aperture of the Unnamed Reservoir
1,518th Voided Seal Clarification Seal of the Seventh Concession

The doctrine remains in force on all floors above the Floodline of the Narrow Stair and is cited without irony in the settlement of naming disputes between the Department of Anticipatory Acquisitions and the custodians of The Seventy-Seventh Clarification.
