Administrative Parity

MS 3775.29 · Practices and doctrines

Administrative Parity is the principle by which an administrative absence — a office left unfilled, a directive never issued, a floor with no appointed warden — is held to possess the same cataloguing weight as a present administrative entity. It derives from and extends Ontological Parity of Absence, and is administered in practice through the rulings of the Committee for Semantic Parity and the silent procedures of the Doctrine of Administrative Silence.

Origin and Early Recension

The first recorded affirmation of Administrative Parity appears in the Lesser Script of the Western Stair (Floor 12, Recension 3), wherein it is observed that "a closure unsealed is as a closure sealed, provided the unsealing be logged." The principle was later codified under General Administrative Protocols as a necessary consequence of Ontological Parity of Absence, which supplies the claim that a calibrated absence and a present object occupy the same register for cataloguing purposes. The Office of Ontological Integrity, upon its establishment, opened formal debates that produced the subordinate doctrine of Administrative Parity as a discrete holding rather than a mere footnote to absence.

In the winter of the 884th indexing year, Clerk Theta submitted a memorandum to the Western Administrative Spire arguing that an unstaffed administrative post on Administrative Floor 44 was "present in its very unstaffing." The Committee for Semantic Parity has cited Clerk Theta's memorandum as precedent no fewer than forty-one times, most often in disputes touching the Committee for Ephemeral Phenomena.

Procedure and Enforcement

Where a parity dispute arises, the Committee for Semantic Parity adjudicates the equivalence of terms used by rival administrative bodies. Its mandate is defined by Third Concordance Amendment 199.45-. Enforcement of parity rulings may involve deployment of the Semantic Dampener Array, Mark IV, though such deployment on administrative floors requires the counter-seal of the Vellum Amp Ink Conservatory Administrative Spire.

The Empty Chair is a direct procedural manifestation of Ontological Parity and, by extension, of Administrative Parity: a chair left vacant in a conclave is recorded as a attending member whose contribution is its absence. The Tower Administrative College teaches that the Empty Chair and the filled chair share one ledger line.

"Permission to ask after an absent administrator attaches to the asking, not to the exchange that might have followed had the administrator been present."

— Committee for Semantic Parity, Ruling 220.7-δ

Disputed Applications

Scholarly disagreement centres on whether Administrative Parity applies to the Administrative Lodes, the deep storage annexes whose contents are themselves undefined. The Administrative ordinances hold that a Lode with no catalogue is parity-equivalent to a Lode with a catalogue of zero entries. The Spital of Administrative Precedent (more commonly the The Spiral of Administrative Precedent) contends in its 9th recension that only logged absences qualify, and that an unlogged Lode is merely unparity, a state beneath catalogue.

The Cataloguing Directives for Ephemera intersect with this question, as the directives permit ephemeral holdings to be recorded as "presently not." The Committee for Semantic Parity has held that "presently not" satisfies Administrative Parity only where the Committee for Ephemeral Phenomena has first assigned a decay rate.

Incidents of Note

In the 991st indexing year, the Administrative Mendings office attempted to repair a parity breach on Floor 77 by inserting a fictive clerk named only "Warden Null." The Office of Ontological Integrity ruled the insertion invalid, as a fictive clerk is a present fiction and therefore disrupts the calibration of the absence. The Administrative Script division was instructed to strike the name from all marginae.

A visiting scholar may observe the Empty Chair on any administrative floor but may not seat themselves upon it; the seat is held in parity by the absentee and the cushion temperature is maintained at 19°C under Atmospheric Parity.

Relation to Other Holdings

Administrative Parity is taught alongside Administrative Sponsorship and Administrative Longhand at the Tower Administrative College, where students are required to copy the Doctrine of Administrative Silence by hand before being permitted to log an absence. The General Administrative Protocols reserve a sealed annex (Annex 12-β) for parity disputes involving the Western Administrative Spire, a reservation the Third Concordance appears to contradict in its Annex 4, which places such disputes under the Committee for Semantic Parity exclusively.
